Job Summary

This position will lead the governance function for the NorthQueensland networked hub model (networked hub). Various functions of thenetworked hub will be provided by external stakeholders and the team will workclosely with all stakeholders to support the governance function. The networkedhub will enhance the local DFV immediate responses for victim-survivors andstrengthen referral pathways across the Local Governance Areas (LGA) ofTownsville City Burdekin Hinchinbrook and Palm Island. The governancefunction provides strategic oversight of the networked hub. The functionwill monitor the overall progress of the model identify trends and emergingissues to ensure the model works effectively and efficiently forvictim-survivors. This will ensure that practitioners are supported in theirroles to deliver safe and effective outcomes for victim-survivors.

TheGovernance Lead is responsible for strengthening cross-sector governancearrangements convening and chairing governance forums guidingevidence-informed decision-making managing escalation pathways and ensuringgovernance processes are culturally safe trauma-informed accountable andaligned with legislative policy and practice requirements.

Akey focus of the role is maintaining strong trusted and productiverelationships with the external stakeholders involved in the networked hubincluding partner agencies government departments specialist servicescommunity organisations and other contributors to the service response. Theserelationships are critical to ensuring shared accountability clearcommunication timely escalation of issues coordinated referral pathways andconsistent practice across the network. By actively building and sustainingthese partnerships the Governance Lead will support a connected culturallysafe and trauma-informed response that places the needs safety and voices ofvictim-survivors at the centre of governance and service improvement.

Duties &Responsibilities

TheGovernance Lead will:

  • Providestrategic oversight of governance systems structures and processes across therelevant service model ensuring effective coordination accountability andalignment with organisational priorities.
  • Convenechair and lead governance meetings ensuring clear agendas purposefuldiscussion timely decisions and accurate recording and follow-up of agreedactions.
  • Leadcross-sector discussions with internal teams partner agencies funders andother stakeholders to support shared problem-solving service integration andcoordinated responses to community need.
  • Buildmaintain and strengthen constructive relationships with external stakeholdersinvolved in the networked hub to support trust shared accountability clearcommunication and coordinated service responses.
  • Promoteeffective information sharing agreed escalation processes and collaborativeproblem-solving between partner agencies to address service gaps risks andemerging issues across the networked hub.
  • Manageescalation pathways for complex issues risks service barriers andsystem-level concerns ensuring matters are appropriately documentedcommunicated and resolved.
  • Guidegovernance decision-making using service data quality information stakeholderfeedback and evidence-informed practice to support continuous improvement andmodel refinement.
  • Ensuregovernance arrangements comply with relevant legislation policy fundingrequirements practice standards privacy and confidentiality obligations andTAIHS policies and procedures.
  • Supervisesupport and provide direction to the Data and Quality Officer and Project andAdministration Officer including workload planning performance guidance andprofessional development.
  • Promoteculturally safe trauma-informed and community-led approaches in governancediscussions stakeholder engagement and service improvement activities.
  • Prepareand review governance reports briefing papers and recommendations for theDirector of Community and Youth Services and other relevant governance bodiesas required.

Working Relationships

This position reports directly to the Director of Community and Youth Services and providesleadership to the Data and Quality Officer and Project and AdministrationOfficer. The role works collaboratively with Community and Youth Servicesleaders TAIHS programs corporate support functions partner organisationsgovernment agencies funders and community stakeholders to support effectivegovernance service coordination and continuous improvement.

Required Licenses and Checks

Ability to pass a National Police Check no Serious/Criminal/Court Records

Current Blue Card (Queenslands Working with Children Check)

Current C Class Drivers Licence (Qld) (remove as required if not mandatory)

Proof of qualifications and current registration (as appropriate) are to be providedprior to commencement of employment

  • Ability to perform the physical requirements of the role in a safe manner

Highly organised responsive and solutions-focused with strong attention to detailand the ability to maintain effective governance records decisions and actiontracking.
