Resolve Recruit is assembling a team of specialists to support a Commonwealth Government agency in establishing a Portfolio Governance Office - a purpose-built capability that will strengthen ICT portfolio oversight improve executive decision-making and ensure major technology programs are delivered with rigour transparency and confidence.

This is not a standard PMO this team you will govern a complex ICT portfolio that underpins services central to the functioning of the Australian Parliament. The team will design and operationalise governance frameworks implement blended delivery methodologies (MSP PRINCE2 and agile) configure ServiceNow as the strategic portfolio tool and embed structured intake prioritisation risk benefits and assurance practices across programs. You will work alongside a small internal team and play a direct role in building their capability through coaching shadowing and knowledge transfer - leaving behind a sustainable in-house governance function.

We are looking for specialists across the following capability areas:

  • Engagement Lead / DPGO Director
  • Portfolio Governance Lead
  • Portfolio Analyst / Reporting Specialist
  • Risk Assurance and Benefits Manager
  • Master Scheduler
  • Scrum Master
  • Secretariat and Governance Support Officer

Key Responsibilities:

  • Design and operationalise the departments Portfolio Management Officer operating model governance forums secretariat support and decision-tracking processes.
  • Implement portfolio intake triage prioritisation and iteration planning frameworks aligned to strategy funding and delivery capacity.
  • Develop and maintain executive dashboards monthly portfolio reporting packs and quarterly performance reviews.
  • Manage portfolio-level risk issue dependency and change control and coordinate Gateway and Digital Transformation Agency assurance activities.
  • Establish Release Readiness Authority templates quarterly iteration planning processes and a blended MSP/PRINCE2/agile delivery methodology.
  • Build internal capability through structured knowledge transfer coaching and active involvement of the existing governance team.

Key Experience and Skills:

  • Demonstrated experience establishing and operating portfolio program or project management offices in complex ICT environments.
  • Proven capability in portfolio governance intake prioritisation iteration planning benefits management assurance coordination and executive reporting.
  • Experience with Gateway review and Digital Transformation Agency assurance requirements and obligations.
  • Exposure to blended delivery methodologies including MSP PRINCE2 and agile in government or regulated environments.
  • Strong executive communication facilitation and stakeholder engagement skills with the ability to produce governance-ready materials.
  • Experience configuring or administering portfolio management tools such as ServiceNow
  • Demonstrated ability to transfer knowledge and build sustainable internal capability.
