- Assess and highlight challenges hindering the digital transformation of the Jordanian public sector with regards to human, technological, financial, infrastructural resources, etc.
- Assess the public sector digitization environment regarding change management, leadership commitment, clear vision, etc.
- Review the governance of the public sector digitization portfolio including policy, legal and regulatory framework.
- Review the digitization plan to assess the extent it is translated into a concise set of priorities and programs with key mapping of objectives, KPIs, and targets in line with the four years public sector modernization program.
- Identify and prioritize what can be digitized through different private sector participation models such as Public Private Partnership (PPP), outsourcing, and revenue share with special attention to health and education services.
- Support the Institutionalization Expert who is responsible to develop the mandate, structure, required human resources, job descriptions, and procedures of the digitization subunit in the Prime Ministry.
