The Contract Specialist will be responsible for providing full support in ensuring the overall smooth running of pre- and post-contract administration and be involved in the daily operations of the Contract Department and support the Procurement and Contract Manager and Head of Contracts and Strategic Sourcing.
2. KEY DUTIES/ RESPONSIBILITIES:
Operational:
• Adherence to quality health & Safety Information security and business continuity policies.
• To assist in development of effective procurement strategies suitable contract models and commercial framework for best type for supply and services consistent with client business plan and objectives and Government of Qatar policies in relation to transparency competitiveness and best value.
• To liaise review track and monitor the Scope of Work and supporting documentation for completeness accuracy and alignment with contractual requirements prior to the tendering stage.
• To undertake and administer the establishment of pre-qualification criteria for different class of works supplies and services (shared function with Procurement Department).
• In-charge in maintaining and updating the database of pre-qualified works contractor suppliers and service providers and update their performance history and measuring their annual performances for future businesses.
• To circulate track and register all circulation of contract documents and agreements including letters and other means of correspondences.
• To administer track and register all change request and variation request forms for any amendments changes and alterations to the LOA Contract or Agreement.
• To administer track and register including arrangements of initial kick-off or commercial meetings with 3rd parties
• To administer track and register the progress review and audit & risk updates for the monitoring of contract and agreement performances.
• To administer track and register status of payments reimbursements extensions and variations where cost impact is identified.
• To administer track and register all information with regards to claim management dispute and resolution.
• To maintain all files in good order; softcopy and hardcopy for easy search and traceability.
• To transfer all contractual data from the document onto the tracking system for alert and notifications prior to expirations and renewals.
• To collect combine and prepare KPI updates for monthly meeting.
• To issue the Customer Satisfaction Index form to all works contractor suppliers service providers (external parties) and end users (internal parties) for performance evaluation of the department.
• Perform any other ad-hoc duties relevant to the role as assigned by the Al Awalia Head of Contracts and Strategic Sourcing.
• Contribute to the people development initiatives within the department.

3. PROFILE: QUALIFICATIONS EXPERIENCE & SKILLS:
• . in Contract Management Engineering or any related/equivalent discipline is preferred.
• Professional certification from relevant institutions will be an added advantage.
• Minimum 3-4 years of relevant experience as a specialist is preferred.
• Experience in construction material or equivalent industries is preferred.
• Excellent command of English (ability to communicate in Arabic will be a value added).
• Proficient in MS Office tools is an added advantage.
