Duties and Responsibilities:
1. *Serves as the lead web developer for the University of Hawaii at Manoa (UHM) campus executive leadership responsible for the digital platforms that communicate central campus initiatives and uphold the universitys brand. This role combines technical expertise content creation and collaborative support to ensure a cohesive and impactful online presence across various departments and programs.
2. *Leads the development and technical oversight of UH Manoas Tier 1 digital ecosystem including the flagship campus web page and high-level administrative sites. Integrates technical expertise content strategy data analysis and cross campus collaboration to ensure the consistent application of visual identity and brand guidelines across all digital platforms.
3. *Serves as the lead strategist for Tier 1 platforms including drafting editing and curating digital copy that transforms complex institutional messaging into engaging accessible and brand-aligned content.
4. *Delivers high-level guidance to the unit and college web leads on frameworks and technical standards ensuring campus-wide alignment while allowing the individual units to manage their own site maintenance.
5. *Continuously evaluates emerging web technologies industry standards (SEO UX WCAG) government regulations and other regulatory requirements to recommend and implement improvements that strengthen the campuss digital presence.
6. *Monitors and analyzes website traffic user behavior and engagement metrics using data-driven insights to inform content strategy optimizes the user experience and drives continuous improvement.
7. *Leads the design and implementation of new websites and digital assets for strategic initiatives academic programs and special events.
8. *Develops and manages multiple concurrent digital content projects prioritizing tasks coordinating with internal and external stakeholders and ensuring timely high-quality results.
9. *Provides ongoing training consultation and best-practice guidance to units and administrative teams helping maintain a cohesive and high-standard digital presence across the Manoa campus.
10. *Follows and implements directives and guidance related to best practices from University of Hawaii System Information Technology Services.
11. *Ensures the consistent adoption implementation and enforcement of recommendations issued through University of Hawaii System Information Technology Service.
12. *Keeps abreast of recommendations issued through University of Hawaii System Information Technology Service and takes timely action as needed.
13. *Continuously monitors and leads initiatives to enhance system reliability security and operational efficiency. Supervise and mentor IT staff to assure that administrative directives and industry best practices are understood and followed.
14. Represents the Manoa campus at university events cross departmental initiatives and professional conferences; participates in activities that support campus engagement and collaboration which may require travel or work outside standard hours.
15. Other duties as assigned.

Minimum Qualifications:
1. Possession of a pertinent baccalaureate educational degree in Computer Science Information Technology Web Development Software Engineering Graphic Design or Communications and five (5) years of progressively responsible professional information technology experience with responsibilities for website design accessibility compliance and/or analytics reporting of which two (2) years of the experience must have been comparable in scope and complexity to the next lower pay band in the University of Hawaii broadband system; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
2. Considerable working knowledge of website design and development as demonstrated by the broad knowledge and understanding of the full range of pertinent standard and evolving information technology concepts principles and methodologies.
3. Considerable working knowledge and understanding of the broad technology systems hardware and software associated with website design development and performance management accessibility compliance and analytics reporting.
4. Demonstrated ability to recognize a wide range of intricate problems use reasoning and logic to determine accurate causes and apply principles and practices to determine evaluate integrate and implement practical and thorough solutions in an effective and timely manner.
5. Proven ability to comprehend interpret and implement administrative directives and guidance to ensure IT operations align with organizational standards and industry best practices.
6. Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
7. Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
8. If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
9. Strong understanding of IT service management cybersecurity principles risk management and compliance requirements. Demonstrated experience implementing and maintaining IT best practices standards and governance.
10. Demonstrated proficiency in creating visual mockups wireframes and prototypes using industry-standard tools such as Figma Sketch Penpot or Lunacy.
11. Demonstrated proficiency in modern web development standards and languages including HTML/CSS PHP JavaScript or comparable technologies.
12. Knowledge of user interface (UI) and user experience (UX) design principles.
13. Knowledge of coding practices for developing web-based applications and websites including prototyping iterative development and systems development methodologies.
14. Demonstrated proficiency with web content management systems such as WordPress Drupal Cascade or similar platforms.
15. Knowledge of usability principles and ADA accessibility requirements for web-based applications and websites.
16. Familiarity with project management and collaboration tools such as Asana Slack Jira or comparable systems.
17. Ability to travel on- and off-island for university events departmental collaboration conferences presentations and/or training.
18. Ability to work outside of scheduled business hours including evenings weekends and holidays as needed.
Desirable Qualifications:
1. Demonstrated experience in website design and development within a higher education environment.
2. Advanced proficiency with web content management systems particularly Cascade CMS (Hannon Hill).
3. Knowledge of social media platforms best practices and strategies for integrating social media into web design and digital communications.
4. Working knowledge of modern front-end frameworks and libraries such as Bootstrap React and/or jQuery.
5. Familiarity with Structured Query Language (SQL) for data retrieval and management.
6. Experience using source control systems including GitHub for versioning and collaborative development.
7. Knowledge of UH Manoas programs and organizational units and how they operate within the broader structure of a large public research university.
