GENERAL DESCRIPTION:


The Wyoming Department of Health Aging Division is seeking an individual who has a passion for improving the lives of Wyomings older adult and disabled population as well as their caregivers. The Aging Division is committed to providing care and support ensuring safety and promoting independent choices for Wyomings older and disabled adults and their caregivers. This position serves as the Program Manager for the Older Americans Act (OAA) Title III-E Family Caregiver Program and the Wyoming Home Services Program. This position is required to manage and provide oversight as required per the Administration for Community Living (ACL): Oversight includes grant management contracts fiscal reporting quality assurance and technical assistance.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


  • Provides input and assists in budget preparation and administration for granted projects; develops and analyzes program expenditure data related to budget allocation to maximize federal dollars and identify expenditure or service anomalies.
  • Communicates with necessary parties regarding changing rules expectations and goals while ensuring compliance with federal and state regulations; recommends legislative changes as needed.
  • Researches requirements and develops goals and objectives for future program implementations.
  • Ensures development of services and actual service delivery meets the needs of the participants and assures areas of concern with service delivery are appropriately addressed.
  • Assesses providers adherence to federal state and agency standards assessing effectiveness of service provision data compilation and analysis.
  • Directs the work of contractors and county employees.
  • Represents the program by serving as liaison to various state-level interdepartmental programs non-profit coalitions and /or committees.
  • Provides provider and participant training and education public education resource development identification and implementation of best practices.

Qualifications


PREFERENCES:


Preference will be given to candidates with a Bachelors degree in Social Work Human Services Business Health Services Gerontology or Public Administration; or other equivalent education and training with 1-5 years of progressive experience in managing a social services program.


KNOWLEDGE:


  • Knowledge of the principles and practices of grant writing grant administration management and evaluation.
  • Knowledge of program administration.
  • Knowledge of Wyoming state statutes.
  • Knowledge of marketing social marketing customer service group dynamics public relations advocacy and outreach strategies.
  • Knowledge of community-based in-home service delivery.
  • Knowledge of the Older Americans Act.
  • Experience with Excel and Google and developing and implementing policy.


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Healthcare)
Experience:
0-2 years of progressive work experience (typically in Health Programs)
OR
Education & ExperienceSubstitution:
3-5 years of progressive work experience (typically in Health Programs)

None

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
