Scope of Project
The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Department of Human Services (ODHS). OIS provides the technology systems and services that support more than 18000 OHA and ODHS agency staff at local offices and facilities around Oregon.
Senate Bill (SB) 972 requires OHA to transition the Oregon Health Insurance Marketplace (OHIM) from a state-based marketplace using the federal platform (SBM-FP) to a state-based marketplace (SBM) using its own technology in time for open enrollment for plan year 2027. OHA is required to procure and administer an information technology platform or service and call center separate from the federal platform and call center to provide electronic access to the health insurance marketplace in this state by November 1 2026.
OHA seeks an experienced Tester to provide advanced testing support guidance and expertise to the SBM team. The selected candidate will support both agile and traditional delivery teams by designing executing and validating User Acceptance Testing (UAT) while collaborating closely with business users to ensure systems meet requirements and deliver expected business value.
Responsibilities:
- Review and analyze project requirements user stories process flows and acceptance criteria for clarity completeness and testability.
- Maintain and update the Requirements Traceability Matrix (RTM).
- Create update and maintain comprehensive test cases test scenarios and test suites.
- Contribute to UAT test plans.
- Develop and update test plans outlining scope approach schedule resources and risks.
- Execute manual UAT test cases log results and validate functional and non-functional requirements.
- Participate in test case review sessions and identify automation opportunities.
- Conduct regression testing to validate system stability and verify fixes.
- Support bug hunts exploratory testing and ad hoc validation activities.
- Log defects with detailed reproduction steps and evidence; retest and confirm resolution.
- Conduct integration testing across systems services and interfaces.
- Support performance security accessibility and integration testing activities.
- Prepare and manage test data required for UAT.
- Validate UAT readiness including requirements data environments and tools.
- Participate in defect triage discussions and assess business impact.
- Provide testing guidance to business SMEs and testers.
- Develop and maintain testing best practices templates training materials and documentation.
- Provide testing metrics status reports and stakeholder communications.
- Participate in Scrum ceremonies including planning refinement standups demos and retrospectives.
- Contribute to release readiness assessments and go/no-go recommendations.
- Collaborate with automation engineers and learn/apply automation concepts.
- Identify opportunities to improve testing processes tools and collaboration.
Required/Preferred Skills:
Required Skills:
- Strong understanding of UAT processes SDLC and Agile methodologies.
- Experience analyzing requirements and translating them into effective test cases.
- Experience designing and executing complex testing scenarios.
- Proficiency with Azure DevOps Jira and defect management tools.
- Strong analytical and problem-solving skills.
- Excellent verbal and written communication skills.
- Ability to work independently and prioritize multiple assignments.
- Knowledge of accessibility standards (WCAG).
- Understanding of security testing fundamentals and performance testing concepts.
- Ability to identify project risks and recommend mitigation strategies.
- Strong collaboration and interpersonal skills.
Preferred Skills:
- Experience working in government or highly regulated environments.
- Familiarity with Selenium Playwright Robot Framework or similar automation tools.
- Experience preparing and managing test data.
- Strong UAT and QA background testing complex enterprise applications.
- Experience with API and Web Service Testing.
- Understanding of Test Strategy Test Planning and Traceability Matrix concepts.
- Knowledge of Agile/JIRA processes.
- Experience testing Java Mobile/PWA and Salesforce-based applications.
