As the Statewide Equity Analyst you will help advance equitable outcomes across Washington State by using data to inform decision-making and improve government programs services and policies. Reporting to the Director of Innovation & Impact you will serve as a technical expert and consultant partnering with state agencies and community organizations to identify disparities analyze root causes measure outcomes and evaluate the effectiveness of statewide initiatives. You will apply data science informatics and evaluation methods to develop meaningful analyses performance measures data visualizations and accountability reports that support strategic decisions and continuous this role you will also provide technical guidance and consultation helping partners use data to strengthen outcomes improve accountability and better serve Washingtonians.
*The starting salary offer will be determined based on the successful candidates qualifications within the budgeted salary range of$- $115512annually.
This is a remote position with schedule flexibility that requires travel in Washington State for meetings events and on-site work. The frequency of on-site work varies based on business and operational needs. The Governors Office may choose but is not required to employ individuals who reside outside of Washington on a case-by-case basis.Who We Are

Duties (Primary Functions)Perform a Broad Range of Data Science and Informatics Responsibilities
- Develop and maintain analytical workflows that integrate data from multiple sources including administrative systems surveys public datasets and community-generated information.
- Design and implement reproducible analytical processes using tools such as SQL Python R Power BI Tableau or similar technologies.
- Conduct data extraction transformation validation and analysis activities.
- Contribute to development of enterprise data standards reporting standards and analytical practices.
- Support the design implementation enhancement and evaluation of information systems and data solutions.
- Maintain documentation of data sources methodologies assumptions and analytical processes.
- Assist with development of data governance metadata and data quality practices.
- Collaborate with information technology professionals and data stewards to support data integration and reporting initiatives.
- Develop process documentation and workflow analyses that support continuous improvement.
Conduct Research Evaluation and Accountability Analysis
- Conduct quantitative qualitative and mixed-method research to support policy program and systems change initiatives.
- Design and implement evaluation frameworks that assess effectiveness outcomes and impact.
- Develop performance measures indicators and accountability metrics.
- Support agency implementation of Results-Based Accountability (RBA) and other performance management frameworks.
- Analyze demographic operational financial workforce and programmatic data to identify disparities trends opportunities and risks.
- Conduct root cause analyses and systems analyses that inform decision-making.
- Evaluate data quality completeness reliability consistency and usability.
- Develop recommendations that improve outcomes and advance equitable access to opportunities power and resources.
- Support development of statewide impact indicators and agency accountability measures.
- Prepare written reports briefing materials presentations and recommendations for technical and non-technical audiences.
Develop Data Visualizations and Reporting Tools
- Design and maintain dashboards scorecards reports and data visualizations that communicate complex information clearly and effectively.
- Translate technical findings into actionable information for agency leaders policymakers community members and other stakeholders.
- Support development of statewide accountability and performance reporting tools.
- Create visualizations that help agencies monitor outcomes identify disparities and evaluate progress toward strategic goals.
- Present findings to internal and external audiences.
- Support public-facing reporting and transparency initiatives.
Provide Technical Assistance
- Consult with agencies regarding data collection analysis evaluation performance measurement and reporting.
- Assist agencies in identifying outcome measures indicators and improvement strategies.
- Support development of strategic plans action plans logic models and accountability frameworks.
- Provide technical assistance related to demographic data disaggregation data quality and reporting practices.
- Facilitate discussions regarding evidence-based decision-making and continuous improvement.
- Support agency capacity-building efforts related to data literacy and analytical practices.
- Collaborate with community partners to ensure analyses reflect community priorities and lived experiences.
Qualifications
All combinations of experience and higher education relevant to the position including lived experience volunteer (paid or unpaid) experience or professional experience that demonstrate the knowledge skills and abilities necessary to perform the work will be considered.Fundamental (Required)
You must have the lived volunteer or professional experience and/or education that demonstrates your ability to:- Conduct data collection research analysis evaluation and performance measurement activities.
- Analyze quantitative and qualitative data and communicate findings.
