THE AGENCY:
The Alameda County Social Services Agency (SSA) iscomprised of almost 2400 men and women working collectively and in partnershipwith community-based organizations neighborhood groups and policy makers toserve the needs of the community. SSA provides services through itsadministration and operating departments. Administration includes FinanceGovernment and Community Relations and Human Resources. SSAs operationsinclude Adult and Aging Services Children and Family Services and Workforceand Benefits Administration.

This classification specification describes thejourney-level classification of the Social Worker Classification flexiblestaffed series. Under general supervision the Social Worker II Social Workerswill assess clients for eligibility of services needs and make level toassess referrals to appropriate service programs as well as provide assistanceand provide counseling and appropriate supportive social services toclients; collect and evaluate client socio-economic information and data;manage the on-going responsibility for a caseload of applicants or clientsreceiving services and performs other related duties as required.

IDEAL CANDIDATE:
In addition to meeting the minimum qualifications belowthe ideal candidate will possess the following critical attributes:

- A demonstrated knowledge of and ability to apply the principles practices and techniques of social work;
- Knowledge of Welfare and Institutions Code the Social Security Act and pertinent legislation in the field of public welfare;
- Ability to interpret complex federal and state laws rules and regulations and procedures related to social work; and
- Experience providing client-centered service and demonstrated knowledge of public and private social agencies and other community resources.

The current vacancies are within the Social ServicesAgency. However the eligible list resulting from this recruitment may be usedby any department needing to fill a vacancy.
EITHERI
Experience:
The equivalent of six (6) months of full-time experiencein the class of Social Worker I in the Alameda County classified service.
ORII
Education:
Equivalent to graduation from a two (2) year accreditedcollege (90 quarter units or 60 semester units) which includes 15 semester or22 quarter units in social welfare social/human services public healthsociology psychology clinical psychology counseling or other behavioralscience.
AND
Experience:
The equivalent of one (1) year of full-time experience asan Employment Counselor or experience comparable to an EmploymentCounselor.
ORIII
Education:
Equivalent to graduation from an accredited college oruniversity (180 quarter units or 120-semester units) which includes 30semester or 45 quarter units in social welfare social/human services publichealth sociology psychology clinical psychology counseling or otherbehavioral science.
AND
Experience:
The equivalent of one (1) year of full-time socialcasework experience in a public or non-profit human services agency.(Completion of one (1) year of graduate study in a recognized school of socialwork may be substituted for the experience required.)
License:
All positions require possession of a valid CaliforniaMotor Vehicle Operators license.
Special Requirements:
Fluency in Spanish Cantonese Mandarin Farsi TagalogVietnamese or Cambodian is desirable.

The most suitably qualified candidates willpossess the following competencies:
Knowledge of:
- Principles practices and techniques of social work.
- Provisions of the California Welfare and Institutions Code the Social Security Act and other pertinent legislation in the field of public welfare including changes and developments in such legislation.
- Aims and functions of community organization and resources including available services in the employment field County and State Health and Human Services Agency and health care.
- Basic psychological theory and practices related to human behavior.
- Public and private social agencies and other community resources.
Ability to:
- Analyze and evaluate individual situations to reach sound conclusions and make appropriate recommendations.
- Interpret complex Federal and State laws rules regulations and procedures.
- Establish and maintain effective working relationships with other professional personnel and the public the general public culturally diverse populations other departments/agencies co-workers and other groups and organizations.
- Communicate effectively orally and in writing.
- Prioritize work.
- Demonstrate good customer service interpersonal sensitivity and diplomacy when working with others regarding sensitive or crisis situations.
- Implement effective caseload management techniques.
- Deal impartially and with restraint in stressful situations.
- Follow complex oral and written instructions.
- Use computers and software applications effectively.
THE EXAMINATION WILL CONSIST OF the following steps:
1) A review of applicants applications to verifypossession of minimum requirements. Those candidates who possess theminimum requirements for the class will move on to the next step in theexamination process.
2) A review of candidates Supplemental Questionnaires toselect the best qualified applicants to continue in the process.
3) An oral interview which will be weighted as 100% ofthe candidates final examination score. The oral interview may containsituational exercises.
Candidatesmust attain a qualifying rating on each portion of this recruitment.
