Job Summary

Salary range is $81k to $186k with a midpoint of $133k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

GENERAL PURPOSE:

Guided by Sound Transits Equitable Transit-Oriented Development (TOD) policy Sound Transits TOD team is helping to realize community-supported development outcomes on excess public land near transit stops and stations. The Senior Project Manager-TOD role relies on creative problem solving collaboration and project management skills to advance surplus land through the development process including due diligence community engagement partnering land lease or sale pre-development design review construction coordination project closeout and ongoing monitoring. This position continuously coordinates with internal stakeholders to ensure TOD outcomes are integrated into the Agencys project development timeline and surplus disposition practices; conducts or reviews market and site constraint assessments for various properties within the TOD portfolio; negotiates real estate development deals; participates in regional coordination with affordable housing funders jurisdictions and other collaborators; educates stakeholders about TOD; and helps execute and monitor developer work progress consistent with agency development agreements.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.

  • Provides project management of TOD program projects focusing on real estate development planning and implementation and with special attention to affordable housing mixed-income and mixed-use outcomes.
  • Identifies and implements development opportunities on Agency surplus property performs transition planning for properties identified for the TOD portfolio and leads pre-development activities including documentation of site constraints and opportunities and Agency design review.
  • Serves as an agency representative negotiating real estate development agreements and transactions on Agency owned property.
  • Supports and coordinates essential management activities for assigned TOD projects including scope quality schedule costs personnel consultants/contractors contract documents and communications; and oversees contractors and assures contract compliance on assigned projects.
  • Ensures processes policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws Agency policies and procedures rules and regulations.
  • Collaborates with and shares information and implementation strategies with community stakeholders affordable housing funders and jurisdictions working on TOD in partnership with Sound Transit.
  • Collaborates across Agency departments to implement Sound Transits Equitable TOD policy and TOD Strategic Plan including but not limited to coordinating with: the Capital Delivery Department Station Area Planning and Operations to prepare for TOD development and coordinate construction activity adjacent to transit stations; with Procurement to prepare and execute offering strategies; with Legal to draft and execute real estate transaction agreements; and with Communications and Government and Community Relations to plan and implement community engagement around TOD outcomes.
  • Serves as TOD subject matter expert to staff internal and external committees and working groups; prepares and presents reports and other necessary correspondence as needed; attends and participates in professional group meetings; maintains awareness of new trends and developments in affordable housing real estate development and transit-oriented development.
  • Provides support to the Division/Department on matters as directed.
  • Champions and models Sound Transits core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:

Education and Experience:Bachelors degree in Urban Planning Public Administration Engineering public infrastructure emphasis Business Administration or related field. Five years of experience in supporting or coordinating public real estate activities capital project development commercial or multi-family housing real estate development commercial real estate brokerage activities community development brownfields redevelopment building construction affordable housing or public/private finance; Or an equivalent combination of education and experience.

  • Overseeing coordinating and managing the services and activities of transit-oriented and joint development real estate projects.
  • Supporting large complex projects and making decisions in fast-paced environments.
  • Preparing and analyzing complex data and comprehensive reports.
  • Maintaining confidentiality and communicating with tact and diplomacy.
  • Responding to inquiries and in effective oral and written communication.
  • Researching analyzing and evaluating new service delivery methods and techniques.
  • Monitoring and/or coordinating program/project operating budgets costs and schedules.

  • Modern office procedures methods and equipment including computers and computer applications such as word processing spreadsheets and statistical databases.
  • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.

Physical Demands / Work Environment:

  • Work is performed in a hybrid environment with an expectation of working in office a minimum of 3 days per week.
