POSITION TITLE: Senior Project Director (Key Personnel)

LOCATION: Hybrid Alexandria VA

POSITION SUMMARY

The Senior Project Director will provide executive leadership strategic direction and overall contract oversight for the National Science Foundation (NSF) Technology Innovation and Partnerships (TIP) Directorate Logistics and Operational Support contract. This individual will be accountable for successful contract performance across all task areas including proposal processing support operational support services executive support outreach activities meeting logistics data tracking and reporting and e-business support.

The Senior Project Director will oversee project managers team leads and support personnel; ensure contract requirements are met within scope schedule and budget; and serve as the primary executive-level point of contact with NSF leadership. The individual will be responsible for maintaining the highest standards of quality customer service operational effectiveness and workforce performance throughout contract execution.

DUTIES AND RESPONSIBILITIES

Provide overall leadership management and strategic direction for contract performance.
Serve as the primary executive interface with NSF leadership the Contracting Officer (CO) and Contracting Officers Representative (COR).
Lead project management activities and oversee all contract staff subcontractors and teaming partners.
Assign work establish priorities and ensure accountability across all functional areas.
Monitor contract performance to ensure compliance with all technical schedule quality and budget requirements.
Oversee development and execution of staffing plans recruitment strategies retention initiatives and succession planning activities.
Drive timely completion of contract deliverables reports plans and milestones.
Identify assess and mitigate programmatic operational staffing and performance risks.
Ensure effective communication and coordination across NSF TIP sections and contractor support teams.
Oversee quality assurance quality control and continuous process improvement initiatives.
Monitor customer satisfaction and implement corrective actions when necessary.
Provide executive oversight of proposal processing operations panel review support outreach activities conference support executive support and data management functions.
Support transition-in transition-out and organizational change management activities.
Ensure compliance with all applicable federal regulations NSF policies privacy requirements conflict-of-interest requirements and contractual obligations.

MINIMUM REQUIREMENTS

Bachelors degree from an accredited institution.
Minimum of ten (10) years of progressively responsible experience leading complex federal contracts programs or organizational initiatives.
Demonstrated experience managing multidisciplinary teams and overseeing project managers and senior staff.
Experience managing performance schedules budgets risks and customer relationships across multiple workstreams.
Strong leadership organizational analytical and decision-making skills.
Exceptional written and verbal communication skills.

HIGHLY DESIRED QUALIFICATIONS

Experience supporting NSF NIH DOE DARPA ARPA-H or other federal research and innovation organizations.
Experience supporting grants administration proposal review scientific review or program operations functions.
Experience managing large-scale administrative logistics operational support or professional services contracts.
Familiarity with NSF Merit Review processes and the Proposal & Award Policies & Procedures Guide (PAPPG).
Project Management Professional (PMP) certification.
Experience managing geographically dispersed and hybrid workforces.
Proven success supporting executive-level stakeholders in a federal environment.
