Job Summary

This position is contingent upon IDIQ contract award and subsequent task-order award(s) and requirements. It is intended to support SHELADIAs pursuit of the U.S. Department of State Bureau of Overseas Buildings Operations (OBO) 2026 Worldwide A/E Support Services IDIQ. Employment assignments travel and project responsibilities will be based on the awarded contract and applicable task orders.

The program may support planning design construction facility rehabilitation system replacement security upgrades communications facilities and building maintenance at Foreign Service posts worldwide and OBO offices in the Washington DC metropolitan area. Services may include professional support services constructability reviews critical-path schedule and risk analyses and project-budget analyses.

The Scheduling and Cost Estimating Lead will direct cost estimating scheduling risk and project-controls activities for planning design construction rehabilitation and modernization assignments. The successful candidate will provide reliable cost and schedule information for complex projects affected by international logistics security market conditions and host-country requirements.

  • Develop and review project cost estimates and schedules from planning through construction.
  • Prepare conceptual parametric and detailed estimates with clear assumptions and basis-of-estimate documentation.
  • Develop critical-path schedules milestone plans phasing strategies and schedule-risk analyses and cash-flow forecasts.
  • Identify cost and schedule risks related to labor materials procurement logistics escalation security and host-country conditions.
  • Evaluate schedule impacts associated with long-lead equipment material availability customs shipping local market conditions and international delivery requirements. 
  • Review A/E estimates and schedules and recommend value-engineering and sequencing strategies.
  • Support budget life-cycle cost change and cost-to-complete analyses.
  • Integrate cost and schedule information with design reviews constructability risk registers and project reporting.
  • Maintain estimating databases benchmarks and quality-control procedures and mentor project-controls staff.
  • Perform other duties as assigned.

Qualifications :

  • Bachelors degree in engineering construction management architecture quantity surveying or a closely related field.
  • Minimum of 10 years of progressive experience in cost estimating scheduling project controls or related professional services.
  • Professional credential such as CCP CEP PSP EVP PMP or equivalent demonstrated qualification.
  • Demonstrated experience estimating and scheduling complex building infrastructure renovation rehabilitation or modernization programs.
  • Advanced proficiency with Oracle Primavera P6 and relevant estimating and data-analysis tools.
  • Strong cost estimating critical-path scheduling risk analysis and value-engineering skills.
  • Ability to obtain and maintain a U.S. Government personnel security clearance when required by the assigned work.

Preferred Qualifications:

  • Masters degree in engineering construction management business or related field preferred.
  • Experience with diplomatic federal defense institutional mission-critical or high-security facilities preferred.
  • International experience involving logistics customs escalation local market conditions and host-country construction practices preferred.
  • Experience with independent cost and schedule reviews probabilistic risk analysis or value-engineering studies preferred.
  • Experience coordinating U.S. Government requirements with host-country laws codes authorities and construction practices preferred.

Additional Information :

International and domestic travel is expected and may include short-notice trips to overseas diplomatic facilities and other project locations. Travel requirements may vary based on assigned projects task orders and client requirements.

Salary: $125000$175000 per year commensurate with experience and qualifications.
