About the Role
We are looking for aResilience& Hazard MitigationGrowth Leadto join our Energy Environment and Infrastructure (EEI) group and help expand our presencewithstate agencies and localitiesacross high-priority statesand supportthe growth of our portfolio ofhazard mitigation and resilience planning federal grant assistance and floodplain management projects.The selected person willdrive coordinated client-centered growth across ICFsstateand localFEMAhazard mitigationandresiliencemarkets. This role requires an energetic strategic and disciplined sales leader who can lead teams own complex pursuits and build trusted relationships withpublic sector clientsacross the country.
TheResilienceGrowth Leadplays a pivotal role in leading sales executionand ensuring a robust high-quality pipeline of opportunities from early identification through contract also includes mapping current activities andidentifyinggrowth opportunities intarget states whilecoordinating efforts between Delivery teams andlocal sellers. As theResilienceGrowth Lead you will work closely with subject matter experts proposal teams marketing and delivery staff to pursue opportunities that align with ICFs core capabilities and values.
Our multidisciplinary teams serve clients acrosshazard mitigationclimate resilience disaster recovery infrastructure transportation and environmental support U.S. federal agencies; state local tribal and territorial (SLTT) governments; and non-governmental partners to design and implement plans policies and programs that promote local pre-disaster mitigation action and support long-term housing economic and infrastructure recovery post-disaster.This is a high-impact role with autonomy visibility and the opportunity to shape how ICF partners with state agencies on some of the most pressing issues of our time.
Key Responsibilities
Pipeline Development and Management
Oversee a pipeline of opportunities across geographiesservice offeringsand teamsensuringfocuson strategic fit quality and conversion.
Drive early-stage proactive opportunity identification and shaping in partnership withmarket intelligenceand research resources.
Providestrategic guidance on opportunity qualification prioritization and capture strategy.
Ensure disciplined pipeline governance including forecasting reviews and compliance with sales processes.
Monitor pipeline performance against sales targets and adjust strategy to improvepursuitquality and win rates.
Client and Partner Relationship Management
Develop strategic solutions for growing relationships with keystate energy officeand industry associationbuyers and decision-makers positioning ICF as a trusted advisor for existing and emerging needs.
Build and sustain strong internal partnerships acrosscapture proposal marketingdeliveryandother enterprise teamsto align client strategy and solutioning.
Engage with external partners and stakeholders to support coordinated pursuits and long-term account growth strategies.
Strategy Development
Support and contribute to client engagement capture and pursuit strategy including value proposition development and bid strategy.
Collaborate on regulatory policy and market intelligence initiatives toanticipateopportunities and inform pursuit prioritization.
Support sales enablement initiativesincludingsales campaigns; sales trainingmethodologyenablement andbest-practicesharing; and effective use of AI and emerging technologies across BD capture and proposal development
Team Development
Reinforce consistent application of ICFs preferred sales capture and pursuit methodologies including disciplined qualification pipeline governance andpursuitexecution.
Drive accountability for sales goals pipeline quality conversion and pursuit outcomes.
Foster a collaborative results-oriented culture that supports cross-functional engagement across capture proposal marketingdeliveryand other enterprise teams.
Support overall BD team effectiveness and organizational health including onboarding enablement and continuous improvement.

Required Qualifications and Experience:
Bachelors degree
Knowledgeable in FEMA Hazard Mitigation Assistance programs (HMGP FMA BRIC) DOE GRIP and SPARK programs and the broader energy resilience and hazard mitigation market
5 years of experience in theresilienceand/or hazard mitigationsector
5 years of business development or capture experience in the public sector preferably state and local markets.
Demonstratedtrack recordof leading teams and budgets overseeingresilienceand/or hazard mitigationprojects
Demonstratedtrack recordof leading pursuits and winning new business with a structured and disciplined process and mature pursuit methodologies
Track recordoferrorfreedeliverables andontimemilestone delivery
Evidence of prioritization under pressureincluding the ability torebalanceresources and scope to protect outcomes without degrading client experience
What we would like you to have (preferred skills):
Background in one or more of the following sectors:hazard mitigation resilienceclimate adaptation disaster recoveryandinfrastructure
Track recordof leading and winning pursuits of $10M in total contract value.
Demonstrated understanding of government funding and procurement cycles at the state and local level.
Experience working with or for a state agency city government or county government.
Familiarity with CRM and pipeline tools (e.g. Dynamics Salesforce).
