Main Purpose of Job
The Regulatory and Compliance Engineer I is an entry-level position thatwill learn the analysis and evaluation of the construction operationinspection and permitting of oil storage and handlingfacilities and above ground storage tank (AST) systems to ensureregulatory compliancewith engineering standards practices principles and methods. Theincumbent in this position will be required to be certified by the Steel TankInstitute (STI) as both an AST Inspector and an AST system Inspector. Theincumbent in this position will also be responsible for processing and trackingcompliance of approximately one fifth of the individual oil operations permitsand AST system registrations in the State as required in COMAR 26.10 and theNational Pollutant Discharge Elimination System (NPDES) individual and generalpermits as required in COMAR 26.08. This position requires a working knowledgeof the Administrative Procedures Act (APA) for thepurpose of reviewing and issuing individual NPDES permits for oilterminals includingparticipation in public informational meetings and public hearings.
The working conditions of this position may involve:
- Exposure to uncomfortable or unpleasant surroundings.
- Work may involve inspections of oil storage and oil handling facilities and AST systems located in restricted access areas and may occur outside during inclement weather.
- Work involves exposure to hazardous conditions which may result in injury.
- Facilities and vehicles inspected store transfer and transport oil including gasoline diesel fuel and used oil.
- Special physical demands such as lifting 50 pounds or more.
- Work requires occasional climbing of ladders and working at heights during inspections.
- Use of protective equipment such as hard-hat safety shoes googles gloves mask etc.
The incumbent in this position will be required todrive a State vehicle.Ifyou maintain an out-of-state driving license you must provide a certified copyof your driving record for the appropriate Motor Vehicle Administration at thetime of appointment. Individuals must maintain a drivers license with no morethan 5 points on their driving record in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree in engineering or architecture from an accredited college or university.
Experience: None.

Candidates may substitute the possession of a Bachelors degree from an accredited college or university with at least 20 credit hoursin engineering and two years performing engineering or architecturalwork in pollution control waste remediation resource conservation environmental protection public health and safety or related areas may be substituted for the required education.

- Knowledge and/or experience working with oil storage tanks or facilities.
- Knowledge and/or experience with formal enforcement or compliance activities.
