The Labor Market Information and Research (LMIR) division of ESD supports our agencys mission and the employment process by providing businesses individuals and other customers with the labor market information they need to succeed in a changing economy. This role specifically contributes to achieving our mission by providing accurate and timely labor market information.

Please note: This opportunity is only available to current employees of the Washington State Employment Security Department.
Duties

In this role you will oversee the collection editing production delivery and dissemination of Quarterly Census of Employment and Wage (QCEW) surveys and data products as part of the cooperative agreement with the Bureau of Labor Statistics. You will also lead the presentation of research findings and recommendations to elected officials and outside organizations.

Some of your daily tasks include but not limited to:

  • Oversee the accuracy editing processing and reporting of quarterly employment and wage data derived from unemployment insurance (UI) records for the QCEW program.
  • Acts as a lead in mentoring and assisting in the training of staff on all aspects of QCEW and QUEST.
  • Ensuring timely accurate delivery of quarterly data and publications to the BLS per the BLS/QCEW cooperative agreement work statements for Washington.
  • Analyze changes pertaining to the Revised Code of Washington (RCW) in regards to QCEW information including the calculation of the annual average wage as it pertains to calculating the Unemployment Insurance taxable wage base and in setting the minimum and maximum Unemployment Insurance amounts for the state of Washington.
  • Support the agency in fulfilling legislative mandates and the ability to convey research findings effectively.

Qualifications

Qualifying candidates will meet one of the following criteria options:

Option 1:

Nine (9) years of experience in two or more of the following areas:

  • Conducting research
  • Analyzing policies laws rules or regulations
  • Conducting business analysis and developing requirements
  • Leading business projects
  • Managing business operations
  • Business policy development
  • Supervising

Option 2:

Associates degree in business administration public administration law public health health administration or a related field and

  • Seven (7) years of experience in two or more of the following areas:
    • Conducting research
    • Analyzing policies laws rules or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects
    • Managing business operations
    • Business policy development
    • Supervising

Option 3:

Bachelors degree in business administration public administration law public health health administration or a related field and:

  • Five years of demonstrated experience in two or more of the following areas:
    • Conducting research
    • Analyzing policies laws rules or regulations
    • Conducting business analysis and developing requirements
    • Leading business projects
    • Managing business operations
    • Business policy development
    • Supervising

The required experience includes:

  • Analytical Expertise:Ability to assess and synthesize data for highly complex reports.
  • Communication Skills:Proficiency in presenting recommendations effectively to leadership.
  • Facilitation Expertise:Ability to foster collaboration across diverse groups.
  • Initiative:Proficiency in managing diverse responsibilities effectively.
  • Leadership Skills:Ability to manage multi-disciplinary teams effectively.
  • Knowledge: Proficiency in addressing and testifying on policy-related matters.
  • Presentation Skills:Ability to convey research findings effectively.
  • Reporting Skills:Proficiency in communicating findings clearly through comprehensive reports.


Preferred/Desired Qualifications:

  • Statistical Analysis: Ability to analyze interpret and apply statistical data to support reporting and decision-making.
  • Research Expertise: Demonstrated ability to collect synthesize and evaluate information to support informed decisions.
  • Trend Analysis & Strategic Thinking: Ability to identify patterns and provide actionable insights.
  • Form Design & Data Collection Expertise:Ability to evaluate and modify forms for better data collection and presentation.
