Job Summary
Primary Purpose
The Rural Health Transformation Program Manager provides senior leadership for Appalachian State Universitys Region 3 rural health career-services and workforce-pathway portfolio. The position designs and directs career development experiential learning employer engagement participant support placement and retention strategies; supervises career-services professionals; and ensures that regional programs connect education and training to rural employment.
Essential Duties And Responsibilities
Lead and coordinate Appalachian State Universitys Region 3 rural health career-services and workforce-pathway portfolio including Scholars Fellows apprenticeships paid work-based learning clinical and field placements rural rotations residency pathways certificate programs and other approved student and trainee initiatives. Design and maintain education-to-workforce pathways that connect students and trainees with rural health employers training sites and career opportunities. Direct employer and training-site engagement including development of experiential-learning opportunities site-readiness processes supervision and preceptor supports participant placement and transition-to-employment strategies. Supervise Technical Assistance Specialists and coordinate their assigned participant employer provider community and training-site portfolios. Coordinate with the Rural Health Workforce Partnerships Manager and Workforce Pathways and Cooperative Programs Coordinator to align cooperative education placements apprenticeships employer engagement and participant-support processes. Establish consistent participant advising eligibility placement follow-up service-commitment and retention processes within approved program requirements. Monitor participant employer training-site placement completion credential transition-to-employment and retention outcomes; identify barriers and recommend program improvements. Develop and maintain career-services resources pathway tools employer and supervisor guidance orientation materials training and implementation supports. Coordinate regional workforce activities with App State Vaya Health AHEC educational institutions employers public health agencies and other approved partners. Maintain required program documentation monitor progress toward approved deliverables and support required reporting and continuous improvement.
Minimum Qualifications
Bachelors degree in career services higher education counseling workforce development education public health health sciences healthcare administration human resources or a related field. At least five years of progressively responsible professional experience in career services workforce development employer engagement experiential learning cooperative education apprenticeships clinical or field education healthcare workforce public health workforce or related student and trainee programs.
Preferred Qualifications
Experience leading complex programs involving students or trainees employers educational institutions healthcare providers public agencies or community partners. Experience supervising or providing professional direction to staff. Demonstrated ability to design and manage career pathways experiential-learning programs employer partnerships placement processes or workforce initiatives. Strong skills in program leadership advising facilitation consultation problem-solving writing training data interpretation evaluation and relationship management.
