This role serves as a critical program management office support function responsible for establishing maintaining and continuously improving the programs governance framework delivery processes reporting capabilities and compliance posture across a comprehensive 24x7 enterprise IT operations and sustainment program delivered through an Agile ideal candidate is a detail-oriented and process-driven professional with demonstrated experience supporting federal IT program management offices developing and maintaining governance artifacts managing program deliverables and enabling Agile delivery operations within a complex multi-functional federal IT environment. This individual must thrive in a fast-paced high-accountability environment and possess the ability to simultaneously manage multiple governance and reporting workstreams while supporting program leadership and Government stakeholders with accurate timely and actionable program position requires the ability to obtain and maintain a government background investigation PIV credentials and all requisite IT access authorizations prior to performing work. Primary work will be performed at the client PMO / Governance Analyst will serve as the primary program management support resource for the programs leadership team including the Program Manager and Deputy Program Manager providing the analytical administrative and governance support necessary to ensure disciplined transparent and compliant program execution across all functional areas. This individual is responsible for developing and maintaining program governance artifacts managing the full deliverable lifecycle supporting Agile Sprint operations tracking risks and issues maintaining program metrics and dashboards and ensuring the program operates in accordance with all applicable Federal regulations client policies and contractual responsibilities will include but are not limited to:Program Governance & Documentation:Develop maintain and continuously improve core program governance artifacts including the Project Management Plan Quality Control Plan Transition-In Plan Transition-Out Plan risk and issues register action item log and all other program-level documentation required under the and enforce program documentation standards version control procedures and records management practices to ensure all program artifacts are accurate current accessible and properly safeguarded in accordance with applicable CUI and records management the development and maintenance of program policies standard operating procedures process documentation and governance frameworks that promote consistent compliant and high-quality program execution across all functional the preparation review and timely submission of all contractually required deliverables in accordance with the deliverable schedule ensuring all deliverables meet Government quality format and timeliness standards prior to a comprehensive deliverable tracking log monitoring due dates review cycles submission status and Government feedback for all program deliverables throughout the period of the preparation and coordination of the Post Award Meeting including development of the Post Award Meeting Agenda and Post Award Meeting Minutes in accordance with required and maintain program communications materials including briefing decks executive summaries and program status communications for internal and Government stakeholder Delivery Support:Support the programs Agile operating model by coordinating and facilitating Sprint ceremonies including Sprint Planning Daily Standups Sprint Reviews and Sprint Retrospectives in close coordination with program leadership and the Government COR or designated Product and manage the prioritized program backlog in Government ITSM and Agile tooling ensuring backlog items are accurately documented estimated groomed and aligned with Government priorities each and distribute Sprint Plans at the start of each Sprint clearly documenting committed work items operational focus areas and level-of-effort allocations across all functional Sprint Review reports and demonstrations at Sprint end clearly communicating completed work operational metrics Sprint velocity and level-of-effort delivered to program leadership and Government Sprint Retrospective outcomes tracking all identified improvement actions to resolution and reporting on continual improvement progress in subsequent Sprint Reviews and monthly and report on Sprint velocity level-of-effort delivery and Sprint commitment completion rates identifying trends and supporting program leadership in addressing any delivery gaps or performance with functional team leads to ensure accurate and timely status updates are captured in program tracking systems and reflected in Sprint and monthly reporting Metrics & Reporting:Develop maintain and continuously improve the programs performance metrics framework ensuring all key performance indicators and SLA targets defined in the contract are consistently tracked analyzed and and distribute Monthly Status and Performance Reports incorporating Sprint velocity data level-of-effort delivered SLA performance results risk and issue status and operational highlights across all functional and maintain the monthly ITSM metrics dashboard providing Government stakeholders with accurate timely and actionable visibility into program performance service levels and operational program performance data to identify trends patterns and areas for improvement providing data-driven recommendations to program leadership for corrective action and continual service improvement the development and maintenance of the monthly invoice with level-of-effort and Sprint support documentation ensuring accurate reflection of services delivered in accordance with contract payment with functional leads to collect validate and consolidate performance data from all functional areas for inclusion in program reports and Issue & Action Item Management:Maintain and manage the program risk and issues register ensuring all risks issues dependencies and action items are accurately documented assigned tracked and reported in a timely regular risk review sessions with program leadership and functional leads ensuring emerging risks are identified early and mitigation strategies are developed documented and executed all action items arising from Sprint ceremonies stakeholder meetings Government reviews and program assessments following up with responsible parties to ensure timely resolution and accurate status and distribute the monthly risk and issues register to Government stakeholders in conjunction with the Monthly Status and Performance Security & Property Management Support:Support program compliance with all applicable Federal statutes regulations and Government policies including FISMA NIST SP 800-53 FedRAMP HSPD-12/FIPS 201 NIST SP 800-207 Zero Trust Architecture OMB M-22-09 Section 508 and FAR Subpart the administration and oversight of the programs Property Management System (PMS) maintaining accurate records of all Government-Furnished Property (GFP) and Government-Furnished Information (GFI) in accordance with FAR 52.245-1 and monitor contractor personnel security requirements including government background investigations PIV credential status IT access authorization status security awareness training completion and cybersecurity certification currency escalating any compliance gaps to program leadership audit readiness activities maintaining organized accessible and complete program documentation and compliance evidence files throughout the period of all program documentation and communications involving CUI SBU or FOUO information is handled stored transmitted and safeguarded in accordance with applicable security and data protection Coordination & Meeting Support:Coordinate and support all program meetings including Sprint ceremonies monthly program reviews stakeholder briefings and ad hoc Government meetings including scheduling agenda development logistics coordination and minutes as the programs central point of coordination for internal and external stakeholder communication ensuring program leadership is supported with accurate timely and well-organized information for all stakeholder transition-in and transition-out activities including documentation and artifact handoff coordination knowledge transfer support and continuity of operations planning and Experience:Required:Bachelors degree in Program Management Business Administration Information Technology Information Systems or a related field from an accredited college or of 4 years of experience supporting federal government IT program management offices in an analytical governance or program support experience developing and maintaining program governance artifacts including project management plans risk registers status reports and deliverable tracking supporting Agile delivery programs including Sprint planning backlog management and Sprint reporting within a federal IT developing and maintaining program performance metrics dashboards and recurring status reports for federal Government to obtain and maintain a government background investigation PIV credentials and all requisite IT access authorizations prior to performing :Prior experience supporting civilian federal agency IT O&M programs in a PMO or governance support working on GSA Multiple Award Schedule (MAS) or comparable IDIQ/GWAC Task Order contract supporting transition-in and transition-out activities for federal IT O&M Skills and Competencies:Exceptional communication skills in Englishboth written and oralwith the demonstrated ability to develop clear concise and professional program documentation reports and briefing materials for both technical and non-technical audiences including senior Government analytical and organizational skills with demonstrated ability to manage multiple concurrent governance reporting and coordination workstreams with a high degree of accuracy attention to detail and developing and maintaining program governance artifacts including project management plans quality control plans transition plans risk and issues registers action item logs and deliverable tracking supporting Agile delivery operations including Sprint ceremony facilitation or coordination backlog management Sprint reporting and velocity tracking in a federal IT developing and maintaining performance metrics frameworks operational dashboards and recurring status reports that meet federal contract quality and timeliness risk and issues management skills including the ability to identify document analyze and track program risks issues and action items throughout the program of ITIL 4 IT Service Management principles sufficient to understand and accurately support reporting and governance activities across incident management problem management change management and service-level management functional with federal IT security and compliance requirements including CUI handling FISMA NIST SP 800-53 HSPD-12/FIPS 201 Section 508 and applicable FAR provisions as they relate to program governance and documentation supporting Government property management activities including GFP and GFI tracking and documentation in accordance with FAR with Microsoft Office Suite including advanced Word Excel and PowerPoint skills for document development data analysis and presentation with enterprise ITSM platforms Agile backlog management tools and collaboration tools such as Microsoft Teams and Skills and Competencies:Project Management Professional (PMP) certification or equivalent (e.g. PMI-ACP CAPM DAWIA Program Management certification).ITIL 4 Foundation certification or demonstrated equivalent experience working within an ITIL-based service management or Scrum certification (e.g. Certified Scrum Master (CSM) SAFe Agilist PMI-ACP) or demonstrated equivalent experience supporting Agile delivery programs within a federal IT supporting GSA Multiple Award Schedule (MAS) contracts including familiarity with FAR Subpart 8.4 ordering procedures and MAS contract compliance with Power BI or equivalent data visualization tools for program metrics dashboard development and with enterprise ITSM platforms such as ServiceNow for program tracking reporting and governance support with Azure DevOps or equivalent Agile backlog management platforms for Sprint tracking backlog management and velocity supporting audit readiness activities and maintaining organized compliance evidence files within a federal IT program with Zero Trust Architecture principles (NIST SP 800-207 OMB M-22-09) sufficient to contextualize program compliance and governance activities within broader Federal IT policy of contract administration and monthly invoicing support requirements within a federal IT services with Section 508 compliance documentation and reporting for enterprise IT services and digital solutions delivered under federal supporting post-award kickoff meeting coordination including agenda development logistics management and minutes documentation for federal IT with applicable
