The Personal Property Specialist II performs advanced technical analytical audit-support quality-review and lead-level duties in the discovery assessment valuation taxation billing exemption review and tax roll maintenance of personal property. Handles complex accounts and provides technical guidance to staff taxpayers and department leadership. Acts as the first point of contact for the public by greeting answering questions and directing phone calls.
This is a full-time benefitted position generally working M-F 8 a.m.-5 p.m. You get weekends off 14 paid holidays and plenty of personal leave time! We have competitive wages great insurance benefits and we also participate in the Utah Retirement System.
RESPONSIBILITIES
Performs all essential functions of the Personal Property Specialist II classification with emphasis on complex accounts advanced analysis audit preparation technical review training and lead-level responsibilities.
Performs ongoing discovery tracking and documentation of complex manufactured home business personal property transitory property multi-account multi-location high-value leased centrally assessed or otherwise unusual personal property accounts.
Reviews and analyzes business starts business licensing renewals U.C.C. reports public records site inspection information account histories ownership changes and other discovery sources to identify taxable personal property and potential compliance issues.
Applies the Personal Property Valuation Schedule depreciation schedules classification rules value tables state guidance and office procedures to complex valuation issues and unusual property classifications.
Reviews complex declarations affidavits account records taxpayer documentation leased equipment reports audit findings and related materials to verify taxable property exemptions additions reductions valuation changes and classification accuracy.
Calculates reviews and verifies market values taxable values and taxes due for complex accounts; reviews billings adjustments corrections and account changes for accuracy.
Assists with technical review of accounts prepared by lower-level staff; identifies errors inconsistencies missing information or procedural concerns; provides feedback and recommends corrections.

MINIMUM QUALIFICATIONS
Education and Experience: Graduation from high school or equivalent; AND 3 years of experience in personal property assessment property tax administration appraisal support accounting finance business licensing collections records management customer service real estate or closely related work
OR
An associate degree in a related field plus 2 years of directly related experience.
