The main purpose ofthe position is to install repair and maintain electronic surveillanceequipment and systems. This is a highly technical position that providesphysical electronic assistance detailed data analysis and plans/implementsvarious methods of technical electronic support to investigators with the MSPand other federal state and local law enforcement agencies as it relates toelectronic surveillance and communication interceptions. The position providestechnical consultation to division and section commanders for project reviewproduct development and investigative evaluation as it relates to theinstallation maintenance and use of electronic surveillance equipment by theMSP. This position supports the MSP mission through its ability to identifycriminal elements and gather intelligence in situations that are not possibleto gather through the use of traditional law enforcement techniques.

Performs complex technical andanalytical support for investigative operations including the use andmaintenance of video and digital photographic equipment network routers andswitches computers modems and counter-surveillance systems. Buildsoperates and maintains covert surveillance and intercept equipment includingTitle III wiretaps and pen registers. Interprets and analyzes collected datasuch as telephone carrier records call detail records and locationinformation to determine patterns of operation. Operates propagationdirection-finding and GPS equipment; applies knowledge of electronicscircuitry and high-voltage installations; and ensures proper traffic controland safety in work zones. Assists with evaluations and recommendations forequipment purchases surveillance equipment inventory assignment andmaintenance and maintains operational files in accordance with Agency policiesand MSP Technical Surveillance Unit procedures.

Manages the collection andevaluation of data from video and digital photographic equipment networkrouters and switches computers modems and counter-surveillance operates and maintains covert video surveillance and electronicintercept equipment including Title III wiretaps and pen registers. Assemblescollects and compiles statistical and operational data from regularlyscheduled reports field visits and existing records and prepares courtroomtestimony to support technical investigations.

Participates in intra- andinter-departmental meetings to exchange and develop information collaborateson special projects and performs additional duties as required or requested byCommand Staff. The percentage of time spent on these duties is variable andresponsibilities may overlap.

Education:Successful completion ofa two-year program of study in electronics engineering technician theorypractice equipment and related information technology from an accredited tradeschool.

Experience: Four years of experienceinstalling repairing and maintaining covert surveillance and communicationssystems and equipment.

Notes:

1. Candidates may substitute 30 credit hoursin Electrical Engineering Computer Information Technology Computer ScienceManagement Information Systems to include course work in machine or assemblercomputer languages and operating system and data communication technology froman accredited college or university may be substituted for the requirededucation.

2. Candidates may substitute U.S. ArmedForces military service experience as a non-commissioned officer inElectrical Engineering Technician classifications or Electrical Technicianspecialty codes in the Electronic Equipment Installation and Maintenance fieldof work on a year-for-year basis for the required experience.

Preferred Qualifications:

1. Experienceworking in high-voltage environments and performing technical operations atelevated heights (30 feet or higher).

2. Experienceprogramming configuring and deploying law-enforcement surveillance camerasystems.

3. Experienceoperatingcovert systems such as Cell Site Simulators Technical Surveillance CounterMeasure devices and conducting covert surveillance missions.

Employees in thisclassification may be assigned duties which require the operation of a motorvehicle. Employees assigned such duties will be required to possess a motorvehicle operators license valid in the State of Maryland.

1. Candidates for this classification will be subject to a complete criminalbackground investigation and a polygraph examination before permanentappointment can be made. A criminal conviction record may be grounds forrejection of the applicant.

2. Employeesin this classification are assigned duties which will require the individual to be examined by a physician. After an offer of employmentapplicants will be given a medical examination to certify the ability to performthe essential job functions.

The selection process for this recruitment will involve areview of each application.
