Champions Process Safety Management (PSM) system maintenance and implementation across Maintenance Department to ensure integrity of process equipment and compliance with OSHA regulations applicable Code requirements and other applicable governance requirements. Improve organizational and individual capability through the development and implementation of competency-based training.
Roles and Responsibilities
Leads the maintenance training coordination and the maintenance component of the Process Safety Management outlined in OSHA 1910.119
Champions OSHA PSM elements for their work area including: employee participation process safety information maintenance procedures training management of change incident investigations and compliance audits
Develops coordinates and delivers training to ensure competency of the maintenance staff
Coordinates and participates in Group/Job Risk Assessments and Pre task assessments
Creates and maintains accurate and effective maintenance procedures and facilitates formal procedure reviews.
Monitors and provides assurance of MOC process compliance and quality for Maintenance Department
Assists Engineers and Project Managers in the development execution tracking and commissioning of process changes related to project work.
Develops reviews evaluates and updates maintenance procedures to be sure that they are in line with OSHA 1910.119 and other relevant documents.
Maintains the maintenance training qualifications matrix.
Provides necessary support for incident and root cause investigations and tracks associated action items
Provides maintenance leadership in the areas of training and PSM to provide safe and efficient process operations.
Reports safety and environmental incidents
Assures compliance with safety and environmental procedures
Tracks maintenance training and makes recommendations for future classes
Tracks maintenance orders and audits for compliance with MOC process
Schedules and participates in safety audits
Evaluates maintenance performance and provides feedback
Works with Foremen to determine training needs based on the interaction of the Foremen with the Maintenance Technicians
Is an Alternate Radiation Safety Officer (RSO and works closely with the RSO for annual program reviews periodic State Audits and other required activities
Develop and execute the maintenance training program
Implement the Operation Management System/ Integrity Management (OMS/IM) competency standard in Maintenance area
Identification of competency gaps and development of gap closure plans
Development implementation and maintenance of competency based training plans for maintenance positions
Management and delivery of regulatory mandatory and skills training for the maintenance area
Maintenance and implementation of the maintenance technician new hire training program
Assessment of the Learning and Development processes for competency assurance
Assumes responsibility for related duties as required or assigned.
Serves as a SPA and champion of the Innovapptive system with focus on mWorkOrder and mInventory applications
Maintains a clean and well organized work area
Attends meetings as required
Attends training as required
Complies with all HSSE programs policies and procedures
Performs special projects and miscellaneous duties as assigned
Covers for Superintendent when required

Experience:
Education/Experience/Certifications Required:
Minimum of 10 years of experience as a Maintenance Technician or Maintenance Trainer
Knowledge of Process Safety Management requirements and PSM compliance systems
Knowledge of Unit operations including chemistry flows and equipment
Thorough knowledge of Maintenance Technician duties
Knowledge of Word Excel PowerPoint Access Visio iProcess MOC VTA and SAP computer applications
Ability to read and interpret P&IDs and PFDs;
Strong interpersonal skills; effective oral and written communication skills
Knowledge of local policies.
Knowledge of plant equipment and operations
Knowledge of OSHA regulations
Demonstrated Leadership ability
Demonstrated ability to develop and manage administrative systems such as procedure and training programs
