Job Description:
Provides support in a staff capacity by focusing on intermediate term program issues with agency wide application. Characteristic duties include: program development planning monitoring analysis grants management recommending policies and procedures program research and evaluating changes in rules regulations and legislative proposals for impact on service delivery. Thorough knowledge of program management analytical principles and service integration is necessary. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor
What This Position Does: This position is responsible for leading the Roanoke Valleys Infant and Toddler Connection of Virginia (Early Intervention) program. Any infant or toddler in Virginia who isnt developing as expected or who has a medical condition that can delay typical development is eligible to receive early intervention supports and services under Part C of the Individuals with Disabilities Education Act (IDEA).Early intervention supports and services focus on increasing the childs participation in family and community activities that are important to the addition supports and services focus on helping parents and other caregivers know how to find ways to help their children learn during everyday activities.
*Candidates are required to meet the Early Intervention Practitioner Qualifications as defined in Chapter 12 of the Early Intervention Practice Manual.
Program Coordination
Supports the development planning research and implementation of programmatic activities and project initiatives
Collects and gathers data; analyzes data and results; maintains accurate documentation of data and records; prepares reports as requested
Provides accurate and timely information about relevant public health issues and program activities
Evaluates effectiveness of policies and procedures; recommends changes; maintains knowledge of applicable regulations and legislation and effectively communicates changes that impact the program
Supports system planning and development; identifies system needs/issues; reports findings to supervisor/committees
Provides timely and complete assistance and follow-up on all program and project activities
Supports the development and establishment of policies processes and procedures that support the program
Technical Support & Quality Control
Provides appropriate and accurate information guidance and technical assistance to staff leadership workgroups councils etc. consistent with program goals policies and regulations
Responds to requests for information; provides specialized technical assistance and guidance to support the program
Creates appropriate and user-friendly educational materials and resources for use by stakeholders and partners
Develops and monitors quality assurance policies and procedures; recommends corrective actions as needed; follows-up to ensure completion and compliance with policies and procedures
Creates and delivers presentations internally and/or to public audiences
Provides training and subject matter related guidance in program area; may assess training needs and provide internal and external training opportunities to improve program functions and knowledge
Program Evaluation & Budget Monitoring
Evaluates program goals and outcomes to ensure the program meets the needs of participants/stakeholders and assesses the overall efficiency of programmatic activities to make any necessary programmatic adjustments
Tracks and reports all grant-related activities and outcomes; monitors allocated budget expenditures; verifies assets acquired through grant funding
Assists with grant applications and produces progress reports
The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 35 local health districts.
May be required to perform other duties as assigned. May be required to assist the agency or state government generally in the event of an emergency declaration by the Governor. May be required by VDH to adjust work hours location and job duties and participate in training to meet public health business needs including emergencies. If this position is designated as a mobile worker this includes both working in the field and teleworking at an alternate location when not in the field or during an emergency closing. You may be required to periodically come into your assigned office to attend meetings or training.
Who We Are: The Roanoke City and Alleghany Health Districts (RCAHD) are two health districts in the Commonwealth of Virginia under the Virginia Department of Health and employ approximately 140 staff. RCAHD encompasses the cities of Covington Roanoke and Salem and the counties of Alleghany Botetourt Craig and Roanoke.
What We Do: RCAHD which provides services from nine office locations serves a combined population of over 278400 people throughout both rural and urban environments and works to promote and encourage healthy behavior protect the public against environmental hazards prevent epidemics and the spread of disease respond to disasters assist communities in recovery and assure the quality and accessibility of health services for all members of the communities.

Minimum Qualifications
Knowledge of program planning research evaluation and quality control methods.
Experience providing technical assistance related to program development and analysis.
Experience in conducting research including data collection analysis and dissemination.
Ability to interpret and implement data collection and reporting requirements.
Experience leading complex research or related projects.
Ability to develop reports manage electronic data and create effective data visualizations.
Skilled in presenting information clearly and effectively.
Strong communication skills verbal and written to provide leadership set priorities facilitate collaboration and effectively convey information to others.
