Human Resources Analyst B C or Specialist (Data Quality Management)
The Louisiana Department of Transportation and Development (DOTD) is seeking an experienced Human Resources Analyst/Specialist to join the Headquarters Data Quality Management Program within the Office of Management and Finance Human Resources Section. This position audits personnel actions pay changes and staffing records affecting more than 4300 positions statewide to ensure accuracy consistency compliance and data integrity.
The position also analyzes trends prepares compliance reports provides technical guidance and training to Human Resources staff monitors corrective actions and recommends improvements to HR processes and procedures. Applicants with experience in LaGov HCM or SAP NeoGov/LA Careers personnel-action auditing applicant qualification review HR reporting and data analysis State Civil Service rules or public-sector human resources are encouraged to apply.

- Job Duties and Other Information
The duties listed below reflect the full-performance responsibilities of the Human Resources Specialist level. Assigned duties and the level of responsibility may vary based on the level at which the position is filled.
Job Duties:
- Audits personnel actions and pay changes entered in LaGov HCM to ensure accuracy and compliance with State Civil Service rules federal and state requirements and DOTD policies and procedures.
- Reviews staffing and selection records in NeoGov/LA Careers including qualification determinations for selected applicants to confirm that hiring actions are properly supported and authorized.
- Compares system entries with supporting documentation identifies discrepancies communicates required corrections and follows up to ensure corrections are completed accurately and timely.
- Conducts biweekly reviews of personnel actions before payroll processing and monitors procedures for retroactive actions and corrections.
- Provides technical guidance and assistance to Headquarters and District Human Resources staff regarding personnel actions pay changes data-entry requirements documentation and related compliance matters.
- Interprets State Civil Service rules DOTD policies and procedures and applicable federal and state requirements relating to personnel actions for HR staff managers employees and applicants.
- Collaborates with Headquarters Staffing District HR management and other program areas to research and resolve complex personnel-processing and data-quality issues.
- Develops and delivers training to new and existing Human Resources staff regarding Data Quality Management procedures compliance requirements system processing and documentation standards.
- Generates and analyzes biweekly monthly quarterly and fiscal-year reports to identify deficiencies monitor corrective actions track trends evaluate compliance and recommend process improvements.
- Consults with internal and external auditors evaluates program effectiveness assists with special projects and develops or recommends revisions to HR processes and procedures.
Position-Specific Details:
Appointment Type:This position may be filled by probational appointment promotion or detail to special duty in accordance with applicable State Civil Service rules.
Career Progression:This position is part of a career progression group and may be filled at the Human Resources Analyst B Human Resources Analyst C or Human Resources Specialist level. The level at which the position is filled will be determined based on the qualifications of the selected candidate.
Compensation:The following SpecialEntrance Rates(SER)apply:
- Human Resources Analyst B:$1728.80 biweekly
- Human Resources Analyst C:$1944.80 biweekly
- Human Resources Specialist:$2080.80 biweekly
Additional compensation may be considered for applicants who possess extraordinary job-related qualifications or credentials in accordance with State Civil Service Rule 6.5(g) and DOTD policy. Any additional compensation is subject to approval verification and applicable pay limitations.
