ICF is seeking candidates for the role of HR Specialist a midlevel professional position responsible for supporting clients by delivering a full range of federal HR services aligned with Office of Personnel Management (OPM) and agency-specific regulations. This role provides subject matter support across key HR functional areas including retirement and benefits counseling compensation and benefits administration and personnel action processing ensuring accurate and timely service delivery to a diverse federal workforce. The specialist interprets policies supports employee lifecycle activities and leverages federal HR systems (e.g. NFC eOPF GovTA) to maintain data integrity and compliance with established service level standards.
Serving as part of a consulting team the HR Specialist supports clients operating in dynamic often regulated environments and is expected to adapt to clientspecific requirements procedures and timelines. The HR Specialist works under limited supervision independently manages assigned tasks and workflows and serves as a reliable point of contact for HR operational issues escalations and surge support activities. The HR Specialist should also be able to identify and implement workflow improvements in relevant HR business areas.
In line with ICFs collaborative and client-focused environment the specialist applies strong analytical problem-solving and customer service skills to address complex HR inquiries and improve operational efficiency. The role requires the ability to manage multiple priorities communicate effectively with stakeholders and contribute to continuous process improvements through training and workflow enhancements. This position is ideal for professionals with experience supporting federal HR programs who are seeking to deliver high-quality compliant services in a dynamic mission-driven setting.
Responsibilities:
Support federal staff in accordance with Office of Personnel Management (OPM) and agency-specific guidance and regulations related to multiple Human Resources/Human Capital business areas.
Provide comprehensive retirement and benefits counseling to federal employees and their families.
Provide comprehensive compensation and benefits support to federal employees.
Process and review personnel action requests transactions and documentation to ensure accuracy completeness and compliance with applicable policies procedures and requirements.
Apply established HR guidance standard operating procedures and regulatory frameworks to resolve routine to moderately complex HR issues.
Provide functional support to managers and employees by responding to HR inquiries explaining processes and identifying appropriate solutions within defined authority.
Maintain HR data systems and records ensuring data integrity audit readiness and confidentiality of sensitive employee information.
Participate in special projects surge support efforts or reporting initiatives as assigned.
Exercise professional judgment within established guidelines and escalate complex or nonroutine issues to senior HR staff when required.
Qualifications:
Bachelors degree in human resources business administration psychology public administration or a related field or an equivalent combination of education and relevant professional experience.
3 years of progressively responsible experience in Federal Human Capital or Human Resources or support activities.
Experience providing support to Federal Human Capital support services in accordance with Office of Personnel Management (OPM) guidance and regulations.
Experience with Federal Government systems such as National Financ3e Center (NFC) personnel and payroll providers OPM Electronic Official Personnel Folder (eOPF) EmpowHR GovTA and/or FHR Navigator.
Additional Qualifications
Demonstrated experience performing transactional HR work and applying established policies procedures and guidance.
Strong attention to detail and ability to manage multiple priorities in a deadlinedriven environment.
Proficiency with Microsoft Office applications and experience using HR information systems or applicant tracking systems.
Effective written and verbal communication skills and ability to work collaboratively with diverse stakeholders.
Strong time management teamwork and management skills.
Preferred Qualifications:
Exposure to recruitment staffing personnel actions or employee lifecycle processes.
Familiarity with complianceoriented HR documentation and audit requirements.
Interest in continued professional development within the field of human resources.
