RCS is seeking a FinOps Platform Support Engineer to serve as a dedicated full-time resource within the U.S. Internal Revenue Services enterprise cloud management team providing Kion Platinum Support for the Customers Kion cloud enablement and FinOps platform. This role owns the platform end to end: full build-out operationalization Authority to Operate (ATO) and ongoing operations maintenance and FinOps engineering support. This is a high-visibility mission-critical role supporting one of the most strategic cloud financial management programs in the federal government.

This position requires the candidate to be able to obtain and maintain a Public Trust clearance with the Internal Revenue Service and to work remote in the Washington DC area.

What you will do:

Platform Build-Out & Deployment

  • Lead the full build-out of the Customers Kion platform environment including network compute database load balancing DNS and certificate components
  • Deploy and configure the platform using AWS CloudFormation templates and stacks in alignment with Customer architecture and security requirements
  • Integrate the platform with enterprise identity (SAML/SSO) logging monitoring and backup services
  • Onboard and configure cloud accounts subscriptions and projects (AWS Azure GCP OCI) into the Customers platform environment
  • Plan and execute platform version upgrades patching and environment sizing changes with minimal disruption to users

Operationalization Administration & Maintenance

  • Transition the platform from build to steady-state operations including runbooks SOPs backup/restore procedures and operational handoff documentation
  • Administer the platform environment on a day-to-day basis including OU hierarchy management project lifecycle and user provisioning
  • Configure and maintain funding sources budgets spend plans and cloud access roles (CARs) across AWS Azure GCP and OCI
  • Create and manage permission schemes cloud rules and Service Control Policies (SCPs) in alignment with agency governance requirements
  • Maintain platform health availability and performance; identify issues proactively and coordinate remediation with vendor support as needed

ATO Compliance & Governance

  • Support the platforms Authority to Operate (ATO) effort including System Security Plan (SSP) content control implementation statements diagrams and evidence aligned to NIST SP 800-53 and Treasury security requirements
  • Track and remediate security findings through Plans of Action & Milestones (POA&Ms) and support continuous monitoring after authorization
  • Create manage and monitor compliance checks and standards aligned to Treasury and federal policies
  • Configure and deploy FinOps policies and tagging enforcement rules to govern resource spend and cloud usage
  • Triage compliance findings coordinate remediation tracking and report status to agency stakeholders

FinOps Engineering

  • Monitor analyze and report on cloud spend across all CSPs within the Customers platform environment
  • Build and maintain spend dashboards drill-down views and scheduled reports tailored to agency leadership financial managers and tenant organizations
  • Configure and manage budget threshold alerting enforcement rules and spend tracking against funding sources and contracts
  • Engineer automated cost optimization capabilities such as rightsizing resource scheduling idle resource cleanup and commitment-based discount tracking
  • Identify spend anomalies and cost optimization opportunities; provide recommendations to agency leadership
  • Support financial audit preparation monthly budget reviews and ad hoc reporting requirements

Infrastructure-as-Code & Automation

  • Author manage and troubleshoot AWS CloudFormation templates and stacks for platform infrastructure and configuration
  • Maintain CloudFormation template compatibility with Customer environment and security constraints
  • Develop automation scripts and workflows to reduce manual administrative overhead
  • Support CI/CD pipeline integrations for related infrastructure and configuration management

Stakeholder Enablement & Operational Support

  • Serve as the day-to-day platform SME and dedicated support engineer for agency leadership financial managers and tenant teams
  • Deliver role-specific training and enablement sessions so agency personnel and tenants can self-serve cost and governance data
  • Participate in agency team meetings leadership briefings and status calls as required
  • Maintain documentation of all work performed configurations applied and training delivered
  • Coordinate with the platform vendors engineering product and support teams on escalated issues bugs and feature requests

Required Qualifications/Education:

  • Clearance: Ability to obtain and maintain a Public Trust clearance with the U.S. Department of the Treasury
    • U.S. Citizenship required (NO EXCEPTIONS)
  • 3 years of experience deploying and operating cloud-native applications on popular cloud service providers such as AWS Azure and/or Google Cloud
  • Hands-on experience with cloud-native services and patterns (e.g. containers managed databases load balancers serverless identity and access management)
  • Working knowledge of cloud financial management concepts: budgeting funding sources cost allocation spend tracking and FinOps best practices
  • Experience with multi-cloud environments (AWS Azure GCP OCI)
  • Proficiency with Infrastructure-as-Code tools particularly AWS CloudFormation
  • Strong written and verbal communication skills with the ability to present technical findings to senior federal civilian leadership
  • Ability to work independently in a high-trust embedded customer environment with minimal direct supervision

Nice to Have Qualifications:

  • Direct experience with Kion (or comparable cloud management platforms such as Apptio Cloudability CloudHealth or similar)
  • Experience supporting a federal Authority to Operate (ATO) under the NIST Risk Management Framework (SSP POA&M ConMon)
  • Familiarity with federal compliance frameworks: NIST SP 800-53 FISMA FedRAMP and CIS Benchmarks
  • Experience with AWS GovCloud (US) environments
  • Experience with Cloud Custodian policy engine or similar policy-as-code frameworks
  • Experience supporting a Program Management Office (PMO) or Contracting Officers Representative (COR) environment
  • Prior federal civilian agency experience particularly with the Internal Revenue Service
  • FinOps Certified Practitioner or FinOps Certified Engineer (FinOps Foundation) or equivalent cloud financial management certification
  • AWS Certified Solutions Architect Cloud Practitioner or equivalent cloud certification
  • Bachelors degree in Computer Science Information Systems or a related field; equivalent experience accepted
