Position/Project Overview:

Project Solutions Inc. is seeking an experienced Engineering Technician to support U.S. Air Force Civil Engineering programs at Goodfellow Air Force Base in San Angelo Texas. This position serves as a Construction Technical Representative providing technical oversight and support for construction contract administration. The incumbent acts as the Contracting Officers Technical Representative (COTR) ensuring construction projects are executed in compliance with contract requirements specifications and applicable standards.

This role is contingent upon award of project.

Responsibilities and Duties:

• Serve as the Contracting Officers Technical Representative (COTR) on assigned construction projects
• Prepare and develop project documentation includingIndependent Government Estimates
• Statements of Workand/or Statements of Objectives
• Conduct site inspections and evaluations to monitor contractor performance and ensure compliance withproject plans specifications and construction schedules
• Review and evaluate contractor submissions including technical submittals andRequests for Information (RFIs)
• Read interpret and understand the construction contract plans and specifications
• Prepare architectural drawings plans and design documents using CADD systems preferably AutoDesk products such as AutoCAD
• Develop and edit technical specifications using applications such as SpecsIntact or similar specification-writing tools
• Perform construction cost estimating using industry-standard software such as RSMeans or E4Clicks
• Coordinate and contribute to projects involving federal military and/or civic facilities ensuring compliance with applicable standards and mission requirements
• Prepare and present project documentation using Microsoft Office Suite (Word Excel PowerPoint) and Adobe Acrobat
• Contribute to the design and development of specialized facilities including higher education buildings secure facilities (e.g. SCIF) and projects involving major telecommunications system upgrades
• Collaborate with multidisciplinary teams to develop layouts design solutions and construction documentation from concept through execution
• Track and document noncompliant work schedule impacts and critical path delays
• Draft project related correspondence for governmentreview and issuance
• Deliver reports reviews evaluations design work etc. to CO
• Review and process Construction Contractors RFIs and assist in resolution draft response tracking and follow up

Required Education Knowledge and Skills:

Education/Certification:

• Degree in Engineering Architecture Construction Management or a related field

Experience:

• Minimum 10 years of experience in architecture design and/or construction
• Demonstrated experience using CADD systems to produce drawings layouts and design documentation
• Proven ability to apply architectural design construction practices and building improvement concepts
• Experience applying project management principles to solve architectural and construction-related challenges
• Experience inspecting construction for compliance with plans and specifications
• Experience coordinating with contractors and stakeholders
• Drafting and design preparation using AutoDesk products (AutoCAD preferred)
• Experience supporting federal military and/or civic building projectspreferred
• Demonstrated knowledge of building codes including research and interpretationpreferred
• Familiarity with Architectural Barriers Act (ABA) and accessibility compliance requirementspreferred
• Experience with higher education secure (e.g. SCIF) and telecommunications-intensive facilities preferred

• Ability to stand stoop kneel bend walk or climb daily to observe contract performance for prolonged periods of time
• Must be able to physically operate a motor vehicle without danger to self or to others
