The Colorado Lottery is a division of the Colorado Department of Revenue dedicated to maximizing proceeds from Lottery game sales to support Colorado beneficiaries. Headquartered in Pueblo with satellite offices in Denver Fort Collins and Grand Junction the Lottery operates through Administration Sales Marketing Security & Investigations Fiscal Operations and Development.
TheDirector of Securityleads the Colorado Lotterys Security & Investigations unit and is responsible for protecting the physical and logical security integrity and regulatory compliance of Lottery operations. This position provides leadership and oversight for cybersecurity criminal investigations and compliance retailer licensing background investigations warehouse operations and security-related vendor and contract management.
Primary duties include:
- Provides leadership management and oversight of the Security & Investigations unit including Cybersecurity Criminal Investigations & Compliance Licensing and Warehouse operations.
- Exercises delegated appointing authority and oversees employee performance staffing hiring operational planning performance standards and resolution of employee matters.
- Develops and implements security policies standards procedures operational plans and performance measures in support of the Lotterys strategic objectives.
- Oversees criminal investigations retailer compliance activities licensing operations background investigations and enforcement of applicable laws rules regulations policies and procedures.
- Directs the Lotterys physical and logical security strategy including security of Lottery gaming systems facilities surveillance system access and vendor operations.
- Ensures compliance with applicable security requirements and oversees preparation for security-related audits including resolution of audit findings.
- Works with cybersecurity staff and internal and external partners to identify and respond to physical and cybersecurity threats vulnerabilities and security breaches.
- Serves as a liaison with law enforcement agencies judicial districts the Attorney Generals Office vendors and other external partners on security investigative and regulatory matters.
- Oversees security-related vendors contracts purchase orders and services including management of the Lotterys statewide Scratch Ticket courier contract.
- Advises Lottery senior leadership on significant security investigative licensing compliance operational and vendor-related matters and recommends appropriate courses of action

Minimum Qualifications:
Experience Only:Ten (10) years professional experience in Cybersecurity Information Security Information Technology or a closely related field. Within the ten (10) years of required experience the following must be include:
Five (5) years of professional experience in cybersecurity leadership experience and managing or supervising a team of six or more employees.
Education and Experience:
A combination of relevant education and professional experience in Computer Science Cybersecurity Information Technology Management Information Systems Business Administration Management or a closely related field equal to ten (10) years.Within the ten (10) years of professional required experience the following must be include:Five (5) years of professional experience in cybersecurity leadership experience and managing or supervising a team of six or more employees.

Preferred Qualifications:
The following preferred experience(s) competencies and abilities are highly desirable for this position and will be considered in selecting the successful candidate:- CISSP certification is preferred but not required
- Previous knowledge and experience in designing and architecting information technology and security controls across complex and diverse networks applications and infrastructures is strongly preferred.
- Technical aptitude critical thinking skills and the ability to think outside the box.
- Demonstrated ability to solve complex information security problems ability to observe security risks and weaknesses and provide security recommendations to respective project and delivery teams.
- Ability to translate technical risk issues to business leaders and upper management.
- Ability to design and incorporate security designs in environments undergoing general IT transitions / upgrades.
- Understanding of the current information security and IT risk management solutions market and vendor options across broad security domains.
- Working knowledge of application security controls common threats and the cost-effective implementation of mitigating controls and practices.
- Ability to think strategically exceptional attention to detail and organizational skills are strongly preferred.
- Understanding of information risk management frameworks regulations data protection guidelines and standards.
- Applicants must also undergo a conflict-of-interest assessment to determine compliance with the provisions of C.R.S.and must remain in compliance with C.R.S.for the duration of their employment with the Colorado Lottery.
- Must be willing to work occasional weekends and holidays if needed and be able to go on overnight travel
- Must be able to lift up to 20 lbs
- Must possess and maintain a Colorado drivers license

Conditions of Employment with theCDOR:
Employees are in a position of public trust in the performance of their job duties and must operate in a manner that maintains the highest standards of honesty integrity and public confidence.
As a condition of employment with the CDOR all personnel must file all necessary Colorado Individual Income Tax (CIIT) returns and pay tax obligations therefore all employees must undergo a pre-employment evaluation of their tax records/accounts to ensure compliance with this policy. Final candidates must also complete a successful background investigation and reference check prior to appointment. Certain positions based on duties may require scheduled background investigations.
Pursuant to theUniversal Driving Standards Policy any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.
To be compliant with the new fleet vehicle policy Motor Vehicle Records (MVRs) will be pulled for review for workers who:
Have an assigned State fleet vehicle
Are required to operate a vehicle as part of the position
Utilize a State fleet vehicle as a pool vehicle
