Data Analyst I

This position will support approximately 1900 grantsdeliverdata-driven insights that promote evidence-based decision-making improve grant management processes and enhance program effectiveness. The ideal candidate willpossessstrong quantitative and qualitative analytical skills experience with statistical analysis tools and the ability to translate complex data into actionable recommendations for federal staff and program leadership. This position requires on-site work at Regional Office locations with telework available upon Data Analyst I will serve as a key analytical resource supporting federal grant administration for early childhood education programs. This role combines quantitative statistical analysis with qualitative review ofprogramdocuments to drive programmatic improvements and support federal decision-making. Principal responsibilities will includebut are not limited to:Quantitative Analysis:Compile prepare and analyze quantitative data using Excel Python R and other analytical toolsConduct basic and complex statistical analyses toidentifytrends patterns and insights across grant programsPerform longitudinal data analysis including Program Information Report (PIR) analysisGenerate crosstabs detailed analytical tables and comparative assessments across programs and regionsIdentifyand resolve reporting anomalies and data quality issuesSupport congressional reporting and other high-priority data requestsWork with data layers and reporting infrastructure to deliver analytical findingsQualitative Analysis:Conduct qualitative analysis of grant applications budgets intake forms correspondence and other documentsReview documentation toidentifyerrors missing information orrequiredfollow-up actionsIdentifythemes and patterns in textual dataLeverage approved AI tools appropriately while adhering to federal policiesSynthesize qualitative findings into actionable recommendationsReporting and Communication:Develop high-quality written reports explaining data compilation and analysis resultsPrepare management information reports onaperiodic cyclical or ad-hoc basisCreate data-driven presentations for management meetings conferences and leadership briefingsDesign and deliver oral presentations with supporting materialsDevelop compelling data stories that communicate insights to diverse audiencesProduce executive summaries and briefing materials for leadershipWriteanalytical reports for congressional reporting and present insightstotechnical and non-technical stakeholdersEducation and Experience:Required:Bachelors degree in Statistics Mathematics Economics Data Science or a related field from an accredited college or universityA minimum of 3 years of relevant post-baccalaureate professional experiencedirectly relatedto data analysisU.S. citizenship or legal authorization to work in the United StatesAbility to pass background investigations asrequiredfor access to federal facilities and systemsSecurity Requirement:Ability to obtain a public trustRequired Skills and Competencies:Strong analytical and critical-thinking skills withdemonstratedability to conduct both quantitative and qualitative analysisExperience in reporting analytical findings to diverse audiencesProven ability to work with data layers and data infrastructureDemonstrated ability to aggregate analyze and present data from multiple sourcesExperience with qualitative data analysis methodologiesProven ability to manage multiple analytical projects simultaneouslyExceptional professional communication skills in English both written and oralAbility to translate complex data findings into actionable recommendations for technical and non-technical stakeholdersProficiencywith Microsoft Office Suite and web-based collaboration toolsAbility to work independently and collaboratively in a team environmentWillingness to travel within and outside the assigned region during contract performance to conduct site visits attend meetings conferences and trainingDesired Skills and Competencies:Experience with federal grant programs particularly Head Start or similar early childhood education programsProficiencyin advanced analytical toolsincluding Python R SQLExperience with data visualization platforms such as Tableau Power BIKnowledge of statistical software and database management systemsExperience with Smartsheet for project management and collaborationFamiliarity with Geographic Information Systems (GIS) ArcGIS or QGISExperience with surveymethodologyor implementationKnowledge of GitHub for version control and collaborationExperience with Qualtrics for survey administration and analysisFamiliarity with approved AI tools and platforms in federal environmentsUnderstandingdata quality tools and best practicesExperience conducting trend analysis and longitudinal studiesBackground in early childhood education policy or program evaluationOur Equal Employment Opportunity PolicyThe company is an equal opportunity employer.
