The Department of Economic Security Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as a Contracts Compliance Management Supervisor 2. DDD provides individuals with developmental disabilities and their families services and supports that are flexible high quality and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.
Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement and cannot be employed or subcontracted by a DDD Qualified Vendor.
| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
Designs and implements systems to ensure compliance with legal requirements. Ensures work products are consistent with State and Federal laws regulations policies and procedures governing their content. Ensures Division is able to effectively conduct business through the development execution and management of contracts.
Compliance Monitoring: continuous assessment of contract/agreement adherence to legal regulatory and internal policies. Identifying and implementing plans for improvement of contract/agreement related activities. Providing technical assistance and education to the Division and Vendors/Providers.
Provides leadership mentoring coaching and direct supervision of staff. Communicates pertinent information to staff related to their role. Prepares tools to ensure compliance.
Meets with representatives of other units in the Division Department State/Federal/Local agencies.
| Knowledge Skills & Abilities (KSAs): |
Knowledge in:
Federal and State Laws and statutes governing contractual agreements and procurement activity in Arizona Procurement Code ARS 41-2557 Arizona Administrative Code Article 21.
Federal State and Agency Laws rules regulations policies and procedures governing services to individuals with intellectual and developmental disabilities.
DES/DDD policies and procedures. Arizona Health Care Cost Containment System (AHCCCS) Arizona Long Term Care System (ALTCS) Long-term Support Services (LTSS) and Intellectual/Developments Disabilities (I/DD).
Contract Management.
Skills In:
Interpreting applicable federal and state statute rules and regulations pertaining to contracts.
Contract data development; analysis and evaluation.
Maintenance of complex automated record keeping and tracking systems.
Negotiating program resolution. Problem resolution decision making Supervision and leadership: Assign supervise and evaluate the work of others.
Interpersonal relations applied to communications between Division and other organization personnel other agencies and service providers (contractors).
Ability to:
Work independently and collectively with colleagues and team members.
Multi-task and prioritize large quantities of work.
Detail oriented.
Coordinating projects.
Training Staff.
Provide and model exceptional customer service principles.
| Selective Preference(s): |
The ideal candidate for this position will have:
Experience in Business Administration Public Administration or Human Services. Knowledge of the Medicaid System. Knowledge of human service programs related to developmental disabilities. Minimum 2 (two) years of Contract Management experience.
| Pre-Employment Requirements: |
Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to Drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operated a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) (R.11).
Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agencys ability to reasonably accommodate any restrictions.

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
