The government has not provided an official start date for this contract but the current contract expires September. Therefore we anticipate an expected start date of September 2026.
Position Summary
This position is on-site at Dyess Air Force Base near Abilene TX.
The Construction Manager position shall support Engineering and Engineering Technician services required to develop plan program and execute facilities sustainment restoration and modernization (FSRM) projects. This position shall perform all related administrative services required to perform unscheduled work sustainment work (preventive maintenance) corrective maintenance and enhancement work which are not to be limited to minor repair work building automation or controls and material requisitioning. This position will support all related administrative services required to perform assigned work quality assurance/quality control (QA/QC) and any correspondence to meet work statement requirements.

Essential Duties and Responsibilities

- Experience performing inspection and surveillance of difficult and complex construction projects.
- Ensures contractor compliance with approved plans and specifications for various construction contracts.
- Experience performing inspection of a major segment of a difficult and complex project such as inspecting the materials installation and testing of complex and sophisticated electrical mechanical and/or hydraulic structures and systems.
- Ability to coordinate with contractor representatives concerning work scheduling interpretation of plans and specifications selection of work methods and acceptability of materials and workmanship to ensure compliance with contract requirements. As necessary may be required to independently make correct determinations when faced with unique and unusual problems.
- Resolves problems or conflicts with contractors involving the interpretation of plans and specifications requirements.
- As deemed necessary ability to direct the discontinuance of portions of the work project and refers recommendations to higher level personnel for decisions.
- Ability to approve changes to the plans which do not alter basic design or involve additional cost to the government. Investigates and reports on controversial situations which have either led to formal claims or are expected to lead to such claims by the contractor. These may arise from such things as contract changes labor strikes or unfavorable weather.
- Coordinates with the contracting officer to correct contract deficiencies unacceptable material or work performed to ensure compliance with the contract requirements.
- Recommends approval/disapproval of contractor submittals and progress schedules.
- Monitors and evaluates contract progress schedules noting work progress delays or other problems that could interfere with construction.
- Reviews contractors cost breakdowns progress measurement data reports of material and equipment used and field inspection and survey reports in order to compute periodic payments.
Education Experience and Technical Skills
Required Education Experience and Technical Skills
- Must have 8 years of experience related to construction observation inspection and oversight of complex federal construction projects.
- Extensive knowledge of Building Code requirements related to equipment troubleshooting equipment diagnostics and equipment evaluation required.
- Must be able to read understand and interpret construction documents and technical specifications.
- Proficient technical experience working with Microsoft Word Access Excel Outlook and PowerPoint.
- Must have or be able to obtain and maintain a valid drivers license to utilize a motor vehicle to navigate through Dyess AFB.
Preferred Education Experience and Technical Skills
- Associate or bachelors degree in an engineering related field such as building systems maintenance construction management civil engineering mechanical engineering or electrical engineering.
- APMP or PMP certification.
Working Environment
This position primarily operates in a professional office setting with standard office equipment and a quiet climate-controlled environment. While in the office there is no regular exposure to loud noise hazardous materials or heavy machinery.
This role also requires periodic travel to project sites including locations undergoing renovation or active construction. During site visits the employee may be exposed to non-temperature-controlled environments construction noise dust and other typical conditions found on job sites. Appropriate personal protective equipment (PPE) may be required during these visits depending on site conditions. While on site visits an individual in this role will be required to work atypical hours at the request of the client or role demands.
Physical Demands
Sitting/Standing: This is not a sedentary role. This role requires the ability to be on your feet moving around a construction site for most of the day interacting with contractors contractor representatives and inspecting the construction work that is being performed.
Walking: This role requires the ability to move about outside in various geographic and building terrains to access a construction site to provide quality assurance services.
Stooping/Kneeling/Crouching/Crawling: This role requires stooping kneeling crouching crawling and ladder climbing to inspect all aspects of building construction to foundations crawlspaces and roofs.
Using Hands/Fingers: This role constantly operates technological office equipment such as laptop mouse keyboard computer monitors telephones and scanners copiers and fax machines.
Talking/Hearing: This role requires constant communication with others in the organization to exchange information review information and make decisions about information.
Seeing: This role requires the ability to see view and distinguish all aspects of construction to ensure quality control.
Carrying/Lifting: This role requires lifting up to 30 lbs to transport technological office equipment safety equipment and other needed construction items to and from various workspaces.

Home Office Connectivity Requirements for Hybrid & Remote Positions
To ensure reliable collaboration client service and secure access to company systems the Company requires minimum connectivity standards to be eligible or remain eligible to work in a hybrid or remote capacity. Employees working remotely must maintain broadband internet service capable of consistently supporting video conferencing VPN connectivity and cloud-based applications. Hybrid or remote work eligibility may be reassessed if connectivity standards are not met. This includes:
- Wired broadband service (cable fiber or DSL) with at least minimum 100 Mbps download / 20 Mbps upload
- Some positions may require minimum 200-300 Mbps download / 25-35 Mbps upload speed
Cellular hotspot or fixed wireless cellular services (e.g. T-Mobile Home Internet) may not be used as a primary connection. The Company will comply with all local state and federal requirements as it relates to the reimbursement of home internet expenses.
