Job Summary
A dedicated resource manager who tracks every inspector identifies vacancies coordinates recruiting submits resumes follows up with NYSDOT and manages mobilization schedules.
Director of Construction Inspection Operations & Resource Management
Reports directly to President & CEO
Primary mission: Restore NYSDOT client confidence maximize contract utilization and establish a dependable staffing pipeline for 2027.
Core responsibilities
- Direct staffing for all CI/REI contracts including prime and subconsultant assignments.
- Forecast headcount by contract region grade and mobilization date.
- Recruit and deploy inspectors office engineers chief inspectors and resident engineers.
- Verify MURK 1D qualifications NICET equivalencies certifications and availability before submission.
- Manage NYSDOT resource managers EICs subconsultants and field staff.
- Track contract utilization unfilled positions revenue at risk and staffing performance.
- Oversee personnel mobilization timesheet compliance and coordination with billing.
The distinction is important: A traditional project manager manages assigned projects. You need an operations leader who manages staffing and performance across your entire CI contract portfolio.
I would consider candidates with titles such as Construction Inspection Director Regional Construction Manager Director of Construction Services or Senior Resident Engineer with substantial multi-project management experience.
A former NYSDOT construction supervisor or experienced consultant-side CI executive could be a strong candidate provided they understand consulting firm economics and can actively recruit.
