Job Description

The Business Process Analyst (BPA) supports OSDHs Transformation Management Office (TMO) in analyzing documenting and improving agency business processes. The BPA will apply business process analysis and Lean Six Sigma methodologies to identify inefficiencies streamline workflows and develop sustainable process improvements. The contractor will also provide high-quality process documentation including process maps standard operating procedures (SOPs) analysis reports and recommendations to support operational effectiveness quality improvement and agency transformation priorities. Duties include but are not limited to:
-Conduct business process analysis through stakeholder interviews workflow reviews data analysis and other appropriate assessment methods.
-Develop and maintain current-state and future-state process maps workflows and supporting documentation.
-Apply Lean Six Sigma and quality improvement methodologies to identify process gaps bottlenecks redundancies root causes and improvement opportunities.
-Develop practical data-informed recommendations to improve process efficiency effectiveness standardization and sustainability.
-Develop and revise standard operating procedures (SOPs) process documentation business requirements reports executive summaries and other written materials.
-Facilitate or support process improvement sessions with program staff subject matter experts and other stakeholders.
-Develop appropriate process measures and performance indicators to evaluate the effectiveness of implemented improvements.
-Support implementation change management and sustainment activities associated with approved process improvements.
-Provide regular progress updates and maintain documentation of assigned projects deliverables risks issues and recommendations.
-Complete assigned deliverables within established timelines and incorporate OSDH feedback into final work products.
-Completes other duties as assigned.

Requirements

Mandatory & Preference requirements include:
  • Minimum of 3-5 years experience as a business analyst. Preference given to experience in state government healthcare finance regulatory or similar service-related business.
  • Preferred masters degree in MBA or MHA.
  • Professional experience in business analysis process improvement project management performance management or a related field.
  • Experience supporting strategic initiatives organizational transformation or enterprise-level improvement efforts.
  • Experience working in government public health finance or another regulated environment is preferred.
  • Experience developing executive-level reports dashboards process maps SOPs or implementation documentation.
  • Lean Six Sigma project management change management business analysis or related professional training or certification is preferred.
