Name of position: Azure DevOps Engineer & Administrator
Location: Dauphin County PA
We are seeking an Azure DevOps Engineer & Administrator to support mission critical government systems and cloud modernization initiatives. This role is responsible for architecting securing and maintaining Azure DevOps and GitHub Enterprise environments implementing CI/CD automation and ensuring compliance with commonwealth security frameworks.
The ideal candidate has deep experience with Azure DevOps tooling GitHub administration and secure cloud operations within regulated environments.
Key Responsibilities
Azure DevOps & GitHub Enterprise Administration
Administer and optimize Azure DevOps Services (Boards Repos Pipelines Boards Artifacts Test Plans).
Configure branch policies security groups service connections and agent pools.
Ensure compliance with governance auditing and security best practices.
Monitor system performance troubleshoot issues and optimize DevOps workflows.
Provide extensive assistance to the projects to reach to the Azure DevOps Maturity level
Administer GitHub Enterprise Cloud or Server including organizations repositories teams permissions and SSO integrations.
Implement governance policies repository standards and secure branching strategies across both platforms.
Manage RBAC (Role-Based Access Control) access reviews audit logs and compliance configurations aligned with federal identity and security requirements.
Support migration efforts between Azure DevOps and GitHub when required.
Collaborate with cybersecurity teams to support ATO processes vulnerability remediation and continuous monitoring.
Azure DevOps - CI/CD Pipeline Engineering
Design build and maintain secure Manual and YAML based CI/CD pipelines in Azure Pipelines and GitHub Actions.
Integrate automated testing code scanning artifact management and approval workflows aligned with agency change control processes.
Integrate pipelines with Azure services such as App Services AKS (Azure Kubernetes Service) Functions SQL Key Vault and Storage
Implement reusable pipeline templates workflow automation and environment-based deployment strategies.
Collaboration & Support
Work closely with development cloud engineering cybersecurity infrastructure and program teams to support modernization initiatives.
Provide guidance on DevOps best practices Git workflows and automation strategies.
Provide guidance and assistance for GitHub GitHub copilot
Provide technical mentor junior engineers and contribute to DevOps standards and documentation.
Lead troubleshooting efforts for complex pipeline infrastructure and deployment issues.
Support onboarding of new teams and projects into Azure DevOps.
Document processes standards and operational procedures
Good to have knowledge and skills on AI platform

Required Skills:
At least 8 years of experience in the field of Quality Assurance with a minimum of 5years as a QA Lead working with complex enterprise solutions. Experience testing public-facing software Experience in using SLDC management system (like Azure DevOps QC or JIRA) to track and execute test processes. Experience using Azure DevOps (former TFS Cloud TFS VSTS) is preferable. Experience with UI test automation tool: Selenium WebDriver using Java. Experience in covering requirements with test cases. Must be able to assist in validation of technical requirements for integration between system components via real time and batch data transfers. Experience with specifics of functional and compatibility testing of browser-based UI (HTML based). Understanding of the test tasks specifics for HTML based UI vs desktop applications or thick clients. Understanding the purpose and use of the test tools for APIs/Web services like SoapUI or Postman. Understanding specifics of various text file formats (CSV XML JSON) and their use. Understanding the purpose and scope of performance testing process and tools. Must be proficient computer user with experience using standard productivity tools including Microsoft Project Word Excel PowerPoint Visio for documents development and data preparation and handling. Must be able to take strategic direction from executive management and participate in strategic planning activities throughout the lifetime of the project. Must be able to see tasks through to completion without significant guidance. Strong issue resolution and investigation skills. Ability to articulate and document the steps taken to resolve an issue. Excellent oral and written communication/soft skills and the ability to clearly articulate to all project members and stakeholders; must be a team player who works well with technical and non-technical resources. Must take initiative be a decisive decision-maker and show confidence in decisions made.
