Job Summary

I. DESCRIPTION OF SERVICES

The Texas Workforce Commission (TWC) requires the services of one (1) Application Architect Level 2 hereafter referred to as Worker(s) who meets the general qualifications of ITSAC Application Architect Level 2 and the specifications outlined in this document for TWC.

All work products resulting from the project shall be considered works made for hire and are the property of TWC. TWC may include pre-selection requirements that potential Vendors (and their Workers) submit to and satisfy criminal background checks as authorized by the Texas law. TWC will pay no fees for interviews or discussions which occur during the process of selecting a Worker(s).

The Worker(s) will provide the following services:

The Worker will lead the design and implementation of the overall UpSIDES application architecture creating a scalable high-performance framework to transition TWC from manual paper-based processes to a modern electronic data exchange. This role involves designing the application logic required to implement the four standardized NASWA SIDES exchanges while ensuring strict adherence to technical specifications through secure APIs and web services. By architecting automated workflows triggers and electronic notifications the Worker will improve processing accuracy and efficiency while implementing robust application-level security protocols including encryption and authorization to protect sensitive Unemployment Insurance data in compliance with state and federal standards.

Serving as the primary technical lead the Worker will provide expert guidance to the development team on coding standards design patterns and best practices to ensure the delivery of high-quality maintainable code. The Worker will coordinate with Database Architects and legacy system experts to design integration points with existing UI systems and the Enterprise Data Warehouse while producing comprehensive technical documentation such as architectural blueprints and system sequence diagrams. Furthermore they will lead code review and quality assurance processes mentor junior developers and collaborate closely with project stakeholders in a highly collaborative environment to meet tight deadlines and maintain operational continuity throughout the system modernization. Extensive hands-on experience with enterprise-level application development using C#/.NET Java Enterprise or similar frameworks specifically for building scalable web applications and services.

Proven experience designing and implementing secure web services (REST SOAP) and managing electronic data exchanges (XML JSON) between disparate internal and external systems.

Experience in developing debugging and modifying robust Unix/Linux shell scripts.

Proven ability to act as a Technical Lead including planning project roadmaps organizing cross-departmental technical coordination and managing developer resources across different project phases.

Advanced knowledge of software architecture design patterns Service-Oriented Architecture (SOA) and security best practices for protecting data-in-transit.

Experience establishing and leading technical standards including performing code reviews mentoring developers and collaborating with QA teams on complex integration testing.

Technical skills such as programming in certain coding languages platforms domains and troubleshooting web development and database management

Expert troubleshooting skills in complex web environments with the ability to resolve integration challenges between state systems and external brokers.

III. TERM OF SERVICE

Services are expected to start as soon as possible and are expected to be completed by August 31 2027 or when 1008 total hours estimated on Purchase Order have been depleted whichever occurs first. Total estimated Worker hours for the services shall not exceed 4000 hours per Worker per Term unless otherwise amended renewed and/or extended by TWC via Purchase Order Change Notice. Unused hours may be rolled over from one fiscal year to the next as necessary. Rates are fixed throughout each Term of the Contract.

TWC anticipates that the Term of the Contract will be one (1) year with four (4) optional one-year renewals to be exercised by TWC at its sole discretion.

IV. WORK HOURS AND LOCATION

Services shall be provided during normal business hours unless otherwise coordinated through TWC. Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM excluding State holidays when the agency is closed.

This position is eligible for telecommuting from within the Continental United States with the appropriate permissions from the hiring manager. If the ideal candidate(s) are allowed to telework they must have a secure dedicated workspace with Internet service ability to maintain a reliable consistent work schedule and be available for weekly meetings and group collaboration via Microsoft Teams and other applications during regular business hours. Position may require team members to come into the office; there may be unscheduled requests with seventy-two (72) hour notice for any TWC business need. Any and all travel per diem parking and/or living expenses shall be at the Worker s expense.

The Worker(s) may be required to work outside the normal business hours on weekends evenings and holidays as requested. Payment for overtime work (required work hours exceeding the standard forty (40) hours per Business Week) will be at the quoted hourly rate and must be coordinated and pre-approved through TWC.
