• Bachelors degree or higher in Computer Engineering Information Systems Management Health Sciences or a related field.
• Minimum of 7 years of professional experience in functional analysis.
• Proven experience leading analysis activities in medium- to high-complexity projects.
• Solid experience with Agile/Scrum methodologies and backlog management.
• Experience preparing functional analysis documents specifications user stories and acceptance criteria.
• Ability to translate complex business needs into clear and implementable solutions.
• Experience working with business stakeholders technical teams and external entities.
• Experience managing requirements dependencies risks and scope changes.
• Strong knowledge of the software development and testing lifecycle.
• Proficiency in Portuguese both spoken and written at CEFR level C1 or Portuguese as a native language.
• Excellent communication negotiation facilitation problem-solving and conflict-resolution skills.

• Experience in digital transformation projects within the public sector or healthcare industry.
• Knowledge of regulatory processes licensing inspections and entity management.
• Experience in business process reengineering.
• Knowledge of BPMN UML or other process modeling techniques.
• Experience with system integrations and interoperability.
• Knowledge of GDPR digital accessibility and information security.
• Familiarity with Java applications Oracle Front Office and Back Office systems.
• Certification in Business Analysis Product Ownership or Agile methodologies.
