1. Role Description

The role of Owners Engineer Electrical Supervisor for the onsite construction monitoring scope of services which include but are not limited to:

  • In-depth monitoring of quality assurance and quality control processes by the Construction Contractors.
  • Witness monitor and advise on the electrical aspects of the LV MV and HV execution works on site including cable installations terminations equipment preservation and installation substation electrical installations building electrical installations.
  • The Sub-Consultant representative may from time to time be required to perform these duties for other interfacing disciplines (e.g. mechanical or civil). The role title does not define nor restrict the duties of the representative and they may be required to undertake other work within their abilities.
  • Review whether compliance to approved designs drawings specifications and industry norms and standards specified is achieved.
  • Review whether installation testing commissioning quality standards specified are met.
  • Witness equipment Site Acceptance Tests (SATs) on behalf of the Owners for the SCADA transformer stations substation transformers including review of technical reports on the inspections.
  • Attend scheduled site inspections and technical meetings.
  • Conduct routine inspections.
  • Document daily diaries concerns & observations non-compliances technical (engineering) queries request for information inspections for the OE Site Team and QC Manager to review and issue.
  • Report any health and safety or environmental concerns to the H&S manager or the ECO.

Further requirements for provision of service include:

  • Full-time involvement on the project site aligning with the general working time conditions of both contractors and ensure they participate in all critical or milestone activities as per the schedule. The Owner and contractors will endeavour to plan & manage key activities within normal working hours but for activities on the project critical path some deviations and exceptions are expected and cannot be avoided as this could jeopardise the project schedule.
  • Pay weekends Rest & Recuperate (R&R) breaks public holiday adjustments and builders breaks are subject to the Contractor Project Calendar and agreed-to onsite working arrangements. Any additional time-off must be agreed to by the Client Site Manager the OE Site/QC Manager and the OE Project Manager.
  • The Employee/Representative will be required to spend time in the site office as well as walking or driving around site performing construction monitoring duties and attending and recording inspections. It is expected that the Employee/Representative has an adequate fitness level to undertake this role.
  • All onsite Owners Engineer (OE) staff shall report directly to the OE Site/QC Manager and the OE Project Manager. The OE Site/QC Manager shall report to the Construction Director (Owner appointed) during construction and take direction and instruction from the CD for the duration of their appointment. Direction may also be given by the Owners Project Director or Owners Site Manager.
  • The Employee/Representative will be required to wear the applicable PPE and adhere to the Owner and/or Contractor HSE requirements whilst on site.
  • All on-site staff should have a good command of English.
  • All onsite staff should have the correct base qualifications certifications and registrations required for the role they shall be performing.
  • Working space and facilities (offices printing potable water toilets and internet access) on-site shall be provided by the Owner

3. Candidate specification:

The following specifications apply:

  • National Diploma BTech Advanced Diploma BEng/BSc Eng Electrical Engineering.
  • Minimum 5 years experience primarily construction based.
  • Professional Registration preferred.
  • Extensive technical knowledge in the power transmission renewable energy and infrastructure sectors.
