Position Purpose
The QHSE Manager is responsible for developing implementing and maintaining the organization's integrated Quality Health Safety and Environmental management systems. The role ensures compliance minimizes operational and project risks protects people and the environment supports service quality and promotes measurable continuous improvement.
The QHSE Manager provides visible leadership across facilities infrastructure public areas landscaped environments and contractor operations. The role establishes consistent controls for risk assessment safe systems of work quality assurance environmental protection emergency preparedness audits incident management training and performance reporting.
For large publicly accessible facilities and park environments the role also governs contractor QHSE compliance mobilization and transition safety permit-to-work implementation construction-to-operations interfaces operational readiness inspections and coordination with Civil Defense and other authorities.
Key Responsibilities
QHSE Management System
- Develop implement maintain and continually improve the Integrated Management System covering quality health safety and environmental requirements.
- Ensure the management system aligns with ISO 9001 ISO 14001 and ISO 45001 and with applicable company and client requirements.
- Prepare review and control QHSE policies procedures plans manuals forms registers and operational guidance.
- Define QHSE roles responsibilities authorities and escalation routes across the organization and its contractors.
- Coordinate management reviews and ensure agreed decisions and improvement actions are completed.
Regulatory and Client Compliance
- Ensure compliance with applicable Saudi legislation Civil Defense requirements municipal and environmental requirements client standards and recognized international practices.
- Maintain a current legal and other-requirements register and communicate relevant obligations to accountable teams.
- Coordinate with regulatory authorities and support external inspections approvals and compliance reviews.
- Monitor permits licenses certifications insurance requirements and statutory inspections relevant to QHSE.
- Identify compliance gaps assign corrective actions and escalate material non-compliance promptly.
Risk Management
- Establish and maintain processes for hazard identification risk assessment and determination of effective controls.
- Review activity risk assessments method statements job-safety analyses and task-specific controls before work begins.
- Develop risk mitigation plans and monitor implementation and effectiveness.
- Maintain the QHSE and operational risk register with clear owners actions and target completion dates.
- Ensure change-related risks are assessed for new services equipment chemicals events contractors and modifications.
Occupational Health and Safety
- Promote a proactive safety culture through visible leadership consultation engagement and consistent accountability.
- Ensure safe systems of work permit-to-work controls isolation procedures contractor controls and emergency arrangements are implemented.
- Lead safety inspections toolbox talks awareness campaigns and targeted interventions for high-risk activities.
- Monitor occupational health risks including heat stress ergonomics chemicals noise manual handling and worker welfare.
- Investigate incidents accidents occupational illnesses property damage and near misses identify root causes and verify corrective action closure.
- Exercise stop-work authority where an activity presents an imminent or unacceptable risk.
Quality Management
- Monitor compliance with approved quality plans specifications procedures service standards and acceptance criteria.
- Establish quality assurance and control processes for facilities services maintenance projects and contractor activities.
- Lead internal quality audits and coordinate the effective closure of findings and corrective actions.
- Analyze defects service failures customer complaints and non-conformities to determine root causes and prevent recurrence.
- Promote process standardization lessons learned and continuous improvement across operational teams.
Environmental Management and Sustainability
- Identify and monitor environmental aspects impacts legal obligations and operational controls.
- Manage environmental programs covering waste pollution prevention chemical handling spill control energy efficiency and water conservation.
- Ensure hazardous and non-hazardous waste is segregated stored transported and disposed of through approved channels.
- Monitor activities that may affect landscaped areas soil irrigation water features air quality biodiversity or the public realm.
- Investigate environmental incidents and complaints and ensure mitigation and restoration actions are completed.
- Promote practical sustainability and resource-efficiency initiatives aligned with organizational objectives.
Audits Inspections and CAPA
- Develop and implement a risk-based internal QHSE audit and inspection program.
- Conduct workplace service contractor process and system audits and inspections.
- Coordinate external certification audits client audits and regulatory inspections.
- Issue clear findings assign corrective and preventive actions and verify evidence of effective closure.
- Analyze recurring findings and overdue actions and escalate systemic or high-risk issues.
- Maintain complete audit inspection and CAPA records for management review and assurance.
Training and Competency
- Develop and maintain a role-based QHSE training and competency plan.
- Deliver or coordinate inductions toolbox talks safety training quality awareness and environmental sessions.
- Ensure employees and contractor personnel hold valid licenses certifications and competencies for assigned work.
- Maintain an accurate training matrix and promptly address expired or missing competencies.
Emergency Preparedness and Response
- Develop maintain and periodically review emergency response and crisis-management plans.
- Coordinate emergency drills and exercises for credible scenarios including fire medical emergency chemical spill utility failure severe weather and public-safety events.
- Ensure emergency roles communications equipment muster arrangements and interfaces with public authorities are clearly defined.
- Review drill and incident performance identify lessons learned and implement improvements.
Performance Monitoring and Reporting
- Develop and monitor QHSE objectives leading indicators and lagging indicators aligned with organizational and client requirements.
- Prepare accurate monthly executive and client QHSE reports with trends findings risks actions and recommendations.
- Validate data submitted by internal teams and contractors and challenge inaccurate or incomplete reporting.
- Analyze incidents observations audit findings non-conformities complaints and environmental data to identify emerging risks.
- Present QHSE performance at governance meetings and recommend targeted improvement initiatives.
Contractor Governance and Facilities Management Integration
- Establish minimum QHSE requirements for procurement prequalification mobilization service delivery and contractor demobilization.
- Review contractor QHSE plans competencies staffing risk assessments equipment certification and mobilization readiness.
- Monitor contractor compliance through inspections audits performance reviews and corrective-action tracking.
- Control construction-to-operations and maintenance-to-operations interfaces simultaneous activities and shared work areas.
- Lead QHSE operational-readiness inspections before opening facilities public areas events or new services.
- Ensure permit-to-work arrangements are consistently applied for high-risk activities and coordinated with operations.
- Coordinate with Civil Defense emergency services and relevant authorities on inspections drills approvals and incident response.
Qualifications and Experience
- Bachelor's degree in Occupational Health and Safety Environmental Science Engineering Quality Management or a related discipline.
- NEBOSH Diploma or International General Certificate IOSH OSHA or equivalent recognized health and safety qualification is preferred.
- Certified Lead Auditor or Internal Auditor training for ISO 9001 ISO 14001 and ISO 45001 is strongly preferred.
- Minimum 10 years of progressive QHSE experience including responsibility for integrated management systems audits risk and incident management.
- At least 5 years in a QHSE leadership or management position on complex facilities construction infrastructure or service-delivery operations.
- Demonstrated experience managing QHSE across multiple contractors disciplines shifts and work locations.
- Practical knowledge of Saudi QHSE legislation Civil Defense requirements and local authority processes.
- Proven experience implementing ISO-based management systems and coordinating certification or client audits.
- Experience using digital QHSE CAFM document-management or reporting platforms is preferred.
Essential Skills and Competencies
- Strong knowledge of ISO 9001 ISO 14001 and ISO 45001 management-system requirements.
- Competence in hazard identification risk assessment permit-to-work systems incident investigation auditing and CAPA management.
- Understanding of facilities-management risks contractor controls environmental protection and operational readiness.
