The project is a major infrastructure programme for a mixed-use development aiming to be a global landmark recognized for its unique vision and position as an authentic destination in Riyadh. The community will be a distinct self-sustaining hub for Riyadh offering several iconic assets. KBR will provide PMO services enterprise level governance assurance integration and performance oversight across all projects and programs.
THE ROLE
Reporting to the Programme Director the Project Construction Director will be responsible for oversight from the PMO level for both pre and post contract award of projects. The position is responsible for management of a masterplan for oversight of executive commercial planning and risk reporting. The Project Construction Director operates in a matrix PMO organization with direct responsibility for oversight of delivery while working with function members of commercial planning and risks departments. The objective is the control of delivery recommending the most appropriate commercial strategy pre and post contract management provision of accurate status reports that allow timely decisions to be made to prevent schedule slippage and cost overruns and production of close out reports for each project.
MAIN RESPONSIBILITIES:
- Oversight and coordination with PMCs to develop implement and govern standard reporting formats to report upon quality commercial planning quality and safety.
- Validate progress along the pre and post contact stage gate process.
- Validate earned progress against baselines schedules.
- Coordinate with the PMCs for preparation and validation of project cost reports.
- Provide oversight and validation of PMC preparation of annual programme wide budgets and preparation of monthly cashflow reports.
- Participate in development of value engineering proposals and value adding.
- Identify and report upon risks to scope resulting in potential growth trends.
- Work closely with PMCs and PMO planners to perform forecasts for completion of milestones.
- Support portfolio-wide risk management services to support effective governance decision-making and assurance across the portfolio in alignment with approved risk policies frameworks and systems.
- Work with PMCs to perform stakeholder identification analysis and engagement plans.
- Identify risks to effective stakeholder management and third-party coordination.
- Coordinate with PMCs to validate the creation accurate reporting and management of the Approvals Register.
- Coordinate with PMCs to identify risks to health safety environmental and quality compliance with preparation of mitigation.
- Coordinate with PMCs to report risks and develop mitigation for project completion conditions for taking-over certificates and completion of defects.
- Coordinate between the PMCs and Client for management of operational readiness asset transfer and defects liability period
- Facilitate knowledge transfer to the Client and PMCs.
EXPERIENCE SKILLS AND KNOWLEDGE:
- Bachelor of Science degree in construction management engineering or architecture.
- PMI-PMP Professional Engineer Member of the Institution of Civil Engineers or equivalent
- Minimum 15 years of professional experience in the management of major civil infrastructure and development programs.
- At least 3 years in the position of Project Director or Construction Director.
- Working level experience in logistics planning scheduling risk management cost estimating project controls and reporting.
