We are currently supporting our client in the search for an experienced HSEQ Engineer to join their team.
Job Purpose Summary:
The HSEQ Engineer (Day Shift) is responsible for implementing and monitoring health safety environmental and quality (HSEQ) practices across the companys facility management operations during daytime activities. The role ensures compliance with HSEQ standards conducts risk assessments reviews contractor safety documentation and supports audit and inspection activities. The position plays a key role in maintaining a safe working environment and ensuring operational compliance with international standards governmental authorities requirements and local regulations and verifying HSEQ performance of service providers during operational activities.
Roles & Responsibilities:
- HSEQ System Implementation & Site Control:
- Implement and maintain site-specific HSEQ management systems and procedures.
- Ensure all operational activities comply with HSEQ policies and standards.
- Monitor daily site activities to ensure safe work practices are followed.
- Supervise day-to-day operations of the security service provider including deployment performance and compliance with service requirements.
- Monitor HSEQ compliance of security service provider activities including safe practices incident reporting and adherence to safety procedures.
- Support continuous improvement of HSEQ processes and procedures.
- Monitor and evaluate security service provider performance against SLAs and KPIs and ensure corrective actions are implemented.
- Maintain HSEQ documentation and records for operational activities.
- Prepare and review HSEQ-related technical specifications scope of work and tender documents for services and projects related to safety environmental security and compliance requirements.
- Risk Assessment & Permit Control (HIRA / MSRA):
- Lead Hazard Identification and Risk Assessment (HIRA) processes for high-risk activities.
- Review and approve Method Statements and Risk Assessments (MSRA) submitted by contractors.
- Ensure proper implementation of permit-to-work systems for hazardous activities.
- Monitor compliance with approved safety procedures and risk controls.
- Ensure all high-risk activities are conducted in accordance with safety standards.
- Training Induction & Safety Awareness:
- Conduct safety inductions for new employees contractors and service providers.
- Deliver specialized training sessions for high-risk activities and safety procedures.
- Promote safety awareness through toolbox talks and daily briefings.
- Ensure all personnel are aware of emergency procedures and safety requirements.
- Maintain training records and competency documentation.
- Audits Inspections & Regulatory Compliance:
- Conduct internal inspections and audits to ensure compliance with ISO 9001 ISO 14001 and ISO 45001 standards.
- Verify compliance of service providers/sub-contractors with HSEQ-related SLA requirements during inspections and audits.
- Support external audits and regulatory inspections.
- Provide HSEQ performance input for evaluation of service providers based on audit findings non-conformities and safety performance
- Identify non-conformities and ensure corrective actions are implemented.
- Monitor and report compliance with governmental authorities requirements through audits and inspections.
- Maintain audit records and compliance documentation.
- Verify compliance of security service provider activities with HSEQ-related SLA requirements during inspections and audits.
- Act as a technical point of contact during safety inspections and regulatory reviews.
- Environmental & Sustainability Initiatives:
- Support implementation of environmental and sustainability initiatives such as water conservation and energy efficiency.
- Monitor environmental performance and compliance with environmental regulations.
- Promote sustainable practices across facility management operations.
- Support initiatives to reduce environmental impact and carbon footprint.
- Maintain records related to environmental performance and reporting.
Any other task assigned by the direct superior.
Skills:
- Technical / Functional Skills:
- Knowledge of HSEQ systems (ISO 9001 ISO 14001 ISO 45001).
- Risk assessment and hazard identification (HIRA).
- MSRA review and permit-to-work systems.
- Audit and inspection techniques.
- Environmental and sustainability practices.

Education:
Bachelors degree in engineering (Mechanical Electrical Civil) Occupational Health & Safety Environmental Science or equivalent.
Certificates:
Preferred Certifications include:
- NEBOSH International General Certificate.
- ISO 45001 Lead Auditor.
- ISO 14001 Certification.
- IOSH Managing Safely.
Computer Literacy:
- Computer literate.
- Proficiency in MS Office and HSEQ reporting systems.
Languages:
- English fluent.
- Arabic is preferred.
Experience
- 5 - 8 years of experience in HSEQ or safety roles.
- Experience in facility management construction or real estate environments is preferred.
- Experience working with ISO standards and audit processes is an advantage.
