Cost Engineer (MEP)

Job Summary
The Cost Engineer (MEP) is responsible for delivering cost planning estimating and commercial management services for Mechanical Electrical and Plumbing (MEP) systems throughout all phases of construction projects with a strong focus on data centre and industrial developments. The role supports project teams in achieving cost certainty value optimization and commercial compliance while ensuring MEP works are delivered within approved budgets.
This position will work closely with project managers design consultants contractors and clients to manage MEP costs from concept design through to final account settlement.
- Prepare MEP cost estimates budgets and cost plans during project development and design stages.
- Review MEP designs and specifications to identify cost-saving opportunities and value engineering initiatives.
- Prepare and manage tender documentation requests for information (RFIs) tender queries and clarifications related to MEP works.
- Analyze and evaluate MEP tender submissions and prepare tender evaluation and award recommendation reports.
- Monitor project budgets and provide regular MEP cost reporting forecasting and variance analysis.
- Review and assess contractor progress claims and recommend payment certifications.
- Evaluate MEP variations change orders and associated commercial impacts.
- Support procurement activities including vendor and subcontractor cost evaluations.
- Administer MEP contracts and ensure compliance with contractual obligations.
- Assist in the assessment and resolution of commercial issues disputes and loss and expense claims.
- Track project cost performance and identify risks opportunities and mitigation measures.
- Prepare negotiate and agree final accounts with contractors and suppliers.
- Maintain accurate cost records benchmarking data and project cost databases.
- Degree in Mechanical Engineering Electrical Engineering Building Services Engineering Quantity Surveying Construction Management or a related discipline.
- Professional membership with RICS SISV AACE CIBSE IET or equivalent professional bodies is an advantage.
- Minimum 5 years of experience in cost engineering commercial management quantity surveying or project cost control preferably in MEP/building services works.
- Proven experience managing MEP costs through both pre-contract and post-contract project stages.
- Experience in Data Centre Mission Critical Industrial Manufacturing or Large-Scale Building projects is highly preferred.
- Strong understanding of MEP systems including HVAC electrical distribution fire protection plumbing ELV and building automation systems.
- Familiarity with cost estimating software project controls tools and Microsoft Office applications.
- Strong analytical negotiation and commercial management skills.
- Excellent communication and stakeholder management abilities.
- Able to work independently while collaborating effectively within multidisciplinary project teams.
- This will be an on-site position based in Kuching Sarawak Malaysia
