Overview: IBTCI is seeking a Team Leader for a Third-Party Monitoring (TPM) project to support the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in overseeing the implementation of six multi-sectoral projects and emergency interventions funded by the Government of Japan (GoJ). These projects with a combined funding allocation exceeding USD 34 million deliver critical humanitarian and development servicesincluding healthcare education psychosocial support and livelihood assistanceacross UNRWAs areas of operation in Jordan Lebanon Syria Gaza and the West Bank. The TPM assignment is designed to provide objective verification of project implementation against approved plans assess beneficiary satisfaction and ensure that resources are utilized efficiently transparently and in accordance with donor agreements. Through a structured mixed-method monitoring approach including document review stakeholder engagement and field verification the TPM contractor will generate interim and final monitoring reports to inform UNRWA management and the JapanUNRWA Programme Board thereby strengthening accountability performance oversight and evidence-based decision-making throughout the project lifecycle.

This contract is envisioned to run from July 2026 March 2027 with level of effort estimated up to 95 days.

This position is contingent upon award.

Essential Duties/Tasks and Responsibilities:

The Team Leader is responsible for the technical direction execution and delivery of the TPM assignment ensuring that monitoring activities produce credible actionable insights that support UNRWA and donor oversight.

Key responsibilities include:

  • Leading the overall TPM design and methodology
  • Managing data analysis and interpretation
  • Directing TPM implementation and deliverables
  • Ensuring quality and integrity of outputs
  • Coordinating with UNRWA and stakeholders
  • Providing leadership and team management
  • Delivering high-quality reporting

Knowledge Skills and Abilities:

  • Ability to effectively interact with clients and stakeholders
  • Strong writing skills in English necessary to draft high quality reports
  • Excellent communication skills

Minimum Requirements:

  • Minimum ten (10) years of professional experience in monitoring and evaluation of humanitarian and/or development programs including the design of monitoring frameworks study methodologies and data analysis across multiple sectors.
  • Demonstrated experience leading complex monitoring or evaluation assignments including Third-Party Monitoring (TPM) or equivalent independent oversight functions.
  • Proven experience developing and implementing robust monitoring methodologies including sampling strategies data collection tools and data quality assurance processes.
  • Strong experience managing multi-disciplinary teams and coordinating field-based data collection activities across multiple locations and stakeholders.
  • Demonstrated ability to produce high-quality analytical reports and deliverables including evaluation reports monitoring assessments and presentations for senior stakeholders.
  • Excellent communication analytical and writing skills in English with the ability to synthesize complex data into clear actionable findings.
  • Proven experience conducting both qualitative and quantitative data analysis using mixed-method approaches in line with international M&E standard

Preferred Experience:

  • Prior experience conducting Third-Party Monitoring or independent monitoring assignments in humanitarian or conflict-affected environments particularly in the Middle East region.
  • Experience working with United Nations agencies international donors or large-scale multi-country development or humanitarian programs.
  • Familiarity with knowledge management systems data platforms and monitoring databases used for results-based monitoring and reporting.
  • Professional proficiency in Arabic and/or Japanese considered an asset

Education: Masters degree from an accredited institution in Monitoring & Evaluation Economics Finance Public Policy or a related discipline..

Working Environment: Work is typically performed in an office environment with some time spent in the field.

Supervisory Responsibility: This position has supervisory responsibilities of a team of individuals and subcontractors.

Physical Requirements: This is largely a sedentary position that requires the ability to speak hear see and lift small objects up to 20 lbs.

Travel: International travel may be required.
