Subcontracts Manager
Job Summary
Position Summary:
The Subcontracts Manager provides strategic partnership to national security and sustainability focused programs for acquisitions of goods and serviceswith an emphasis on building and maintaining pools of subject matter experts. The position is responsible for managing subcontracting activities across a portfolio of international projects and ensures they are executed in accordance with U.S. government (USG) and other applicable acquisition regulations. The Subcontracts Manager is required to have extensive knowledge of the principles and methodology of procurement and subcontract administration. The Subcontracts Manager will apply this knowledge to provide procurement solutions to stakeholders develop implementation plans evaluate compliance and mitigate risks. The position requires ingenuity to adapt procedures techniques and tools to meet customer expectations.
Major Responsibilities:
Business Partner to Programs
Work with program and technical teams to plan subcontracting activities providing guidance on compliance and best practices; provide proactive solutions-oriented advice to internal customers program counterparts and funders.
Plan and implement long-term strategies for sourcing and vendor management to support programmatic and organizational goals.
Identify opportunities to optimize costs reduce waste obtain best value and use resources efficiently on behalf of customer missions.
Provide high quality timely support to internal and external customers and partners.
Strategic Vendor & Partner Management
Develop and maintain strong relationships with key Subject Matter Experts implementing partners and service providers to ensure value quality and reliability.
Establish teaming agreements basic ordering agreements and preferred vendor pools to facilitate strategic partnerships and streamline subcontracting across programs; negotiate discounts and favorable terms in line with strategic objectives
Procurement Execution
Lead the end-to-end subcontracting process for a variety of types of activities in compliance with USG (e.g. FAR 2 CFR 200) and organizational policies.
Ensure all procurements are executed with the highest levels of integrity quality and adherence to business objectives.
Work collaboratively with program and technical staff to draft solicitations (RFIs RFQs RFPs) manage competitive bidding and conduct cost/price analysis.
Review scopes of work (SOWs) specifications and evaluation criteria to ensure clarity fairness and compliance.
Ensure appropriate flow-down of funder terms & conditions and conduct due diligence on prospective vendors.
Draft negotiate and manage subcontracts purchase orders consultant agreements and other contractual instruments such as long term agreements.
Maintain proper documentation of procurement actions in compliance with audit standards.
Support the continuous improvement of procurement policies tools templates and procedures.

QUALIFICATIONS/SKILLS AND KNOWLEDGE REQUIREMENTS:
Minimum of 10 years of experience in acquisition and/or subcontract administration preferably with a USG contractor/supplier
Strong understanding of applicable USG regulations and compliance standards (2 CFR 200 FAR); direct experience working under the FAR and DFARS a plus
Demonstrated experience managing international procurements and with various contract types
Solutions-oriented; strong critical thinking and analysis planning and problem-solving skills
Experience managing procurements in high risk/conflict zones
Proficient knowledge of Microsoft Office Suite (Word Excel PowerPoint)
Effective communication skills including experience working with international partners
Strong negotiation skills with demonstrated successes
Demonstrated ability to work independently and to adapt quickly to new challenges
High level of organization and attention to detail
Working knowledge of Deltek/Costpoint Purchasing module is preferred
Authorized to work in Jordan
