IRC Jordan has supported Syrian refugees and vulnerable host communities since 2003 delivering protection health economic recovery and governance programming across Amman Zaatari and Azraq camps and host community locations including Irbid and Mafraq. The country programs protection portfolio spans Womens Protection and Empowerment (WPE including GBV prevention and response) Child Protection (CP) and Protection and Rule of Law (PRoL) delivered both directly and through local partners and in close coordination with UNHCR and the Government of Jordan.

IRC Jordans protection work is sustained by a mix of institutional donors (including ECHO and FCDO) and private donors and by active engagement in sector coordination structures such as the Protection GBV and Child Protection sub-working groups and the Multi Sectoral National Action Plan for the Prevention and Response to Child Protection Issues Family Violence and Violence against Women and Girl technical (NAP) working groups.

The Integrated Protection Manager (IPM) is a highly experienced self-directed protection professional who will establish lead and grow IRC Jordans integrated protection portfolio which includes the three sub-streams WPE CP and ProL. As the sole dedicated protection staff member at the outset the IPM holds full ownership of the portfolio: setting strategic direction generating and winning new business managing partnerships and stakeholder engagements ensuring program quality and donor compliance and representing IRC externally with the expectation of building a team as funding and programming expand. This is a founding role: the successful candidate must be comfortable operating without dedicated support staff moving fluidly between senior-level donor engagement and hands-on program grant and compliance management and building the systems and structure the portfolio will eventually need for WPE CP and ProL.

Strategic Leadership & Business Development (Primary Focus)

• Develop and lead IRC Jordans integrated protection strategy aligned with Strategy 100 and the IRC Jordan Country Strategic Action Plan addressing current and emerging protection needs and thus services provided or supported through WPE Child Protection and Rule of Law.

• Lead on the IP theory of change development and program design processes ensuring designs are evidence-based cost-effective and responsive to donor and client priorities.

• Serve as the primary technical lead for Expression of Interests (EoIs) concept notes and proposals to institutional donors (e.g. ECHO FCDO) and private donors driving a proactive and diversified funding pipeline for the protection portfolio.

• Build and sustain relationships with existing and prospective donors positioning IRC Jordan as a partner of choice for integrated protection and WPE/GBV programming with the support of the Senior Programs Coordinator and Grants team.

• Represent IRC Jordan in donor consultations and technical dialogues (e.g. UNHCR Working Groups ECHO Humanitarian Implementation Plan consultations) translating discussion and assessment data into clear positioning and intervention proposals.

• Draft and refine donor communications and reporting narratives for institutional and private donors ensuring messaging accurately reflects program impact and integration across sectors.

Partnerships

• Manage and grow strategic partnerships with local and national actors such as JRF IFH ARDD MoSD GAM and NCFA and maintain close working relationships with UNHCR and relevant government counterparts.

• Lead partner mapping/identification due diligence and capacity assessments and design and support delivery of capacity-strengthening plans.

• Negotiate and manage sub-award and partnership agreements ensuring donor compliance and equitable power-sharing partnership practices.

• Represent IRC in partnership and localization-focused forums contributing to a coherent partnership strategy across the country program.

Program Design Quality & Management

• Conduct the needed assessments (Protection Risk Analysis (PRA) stakeholder/actor mapping etc...) on the protection service system in Jordan to identify entry points and strategic partnerships with local actors and to define IRCs value add and role

• Design and oversee implementation of WPE Child Protection and PRoL programming ensuring activities meet humanitarian standards and IRCs Outcomes and Evidence Framework.

• Ensure meaningful integration between protection sub-sectors and with health education and economic recovery programming.

• Liaise with IRC Technical Unit regional advisors to bring relevant technical support tools and best practice into program design.

Grants & Compliance Management

• Manage the full grant cycle for the protection portfolio work planning budgeting procurement planning and donor reporting in close collaboration with Grants & Partnerships Finance HR and Supply Chain.

• Ensure donor compliance across institutional and private grants including budget monitoring spending projections and timely high-quality reporting.

• Track and mitigate operational and programmatic risks that could affect delivery quality or compliance.

Monitoring Evaluation Accountability & Learning

• Maintain MEAL systems for the protection portfolio in coordination with the MEAL team and promote adherence to internal MEAL standards.

• Use protection data and client feedback to inform program adaptation and donor reporting and to strengthen the evidence base for future business development.

Representation & Coordination

• Represent IRC Jordan in field-level and national protection GBV and Child Protection coordination structures and in the NAP Technical Working groups.

• Build and maintain strong working relationships with government counterparts UN agencies and other humanitarian actors to advance a coherent protection response.

Team Building (as the portfolio grows)

• In the initial phase directly implement and manage all aspects of the protection portfolio without dedicated support staff.

• As funding allows lead recruitment onboarding and structuring of a protection team appropriate to programming needs.

• Once staff are in place provide direct supervision coaching and performance management and foster an inclusive learning-oriented team culture.

Other

• Other relevant duties as assigned by the supervisor to further IRCs protection objectives in Jordan.

• Bachelors degree in a relevant field (international development social work human rights law public health social science or related); an advanced degree is preferred.

• At least 7 years of progressive experience in protection programming in Jordan (GBV Child Protection and/or PRoL) in humanitarian or development settings including program design and implementation.

• Demonstrated track record in business development and successful proposal writing with institutional donors (ECHO FCDO or similar) and private donors including budgeting and cost applications.

• Experience managing partnerships with local and national NGOs including capacity assessment and capacity-strengthening support.

• Demonstrated experience conducting stakeholder engagement with government actors local CSOs CBOs WLOs and other relevant humanitarian/development actors to inform program design and strategic positioning Strong grant budget and compliance management skills across multiple donors.

• Demonstrated ability to work independently and build systems and structure from the ground up without a dedicated support team in a fluid and evolving environment.

• Strong representation negotiation and relationship-building skills with donors partners and government counterparts.

• Excellent written and oral communication skills in English and Arabic.

• Willingness to travel regularly to Zaatari and other field locations across Jordan.

Position is based in Amman with regular travel to Zaatari Camp and other field sites.
