Transport Specialist

:Among the positions that have been identified as key, CTA is looking to recruit a Transport Sector Specialist, who will work closely with the PPP Unit s staff, assisting in the identification, assessment, preparation and implementation of PPP projects in the transport sector.The Transport Sector Specialist s scope of work will include, but will not be limited to, supporting the PPP Unit in its responsibilities as follows:A) Sector Diagnostics Projects Identification: Support in assessing the various risks associated with transport sector PPPs, including regulatory risks, technical risks, commercial risks and financial risks Assist in carrying out assessments of potential PPP projects in the transport sector through the review of existing studies, traffic projections, infrastructure requirements and any other documents Assist in developing template documents for public transport PPPs such as roads, airport, car parking, bus, rail etc. Assist in the review of transport sector s PPP project leads and opportunities, unless that project lead or that source involves IFC Assist in analyzing the technical, legal, financial, economic and regulatory aspects of the transport sector that could impact potential PPP projects and Assist the PPP Unit in developing a strategy to implement transport PPPs, including for project identification, screening, prioritization and selection, and coordinating efforts with other stakeholders.B) Projects Preparation: Assist in conducting the initial assessment of PPP projects in the transport sector from a technical perspective Assist in the preparation of Concept Notes for transport sector PPP projects, in coordination with the relevant government entities Assist in the early identification and mitigation of environmental and social risks related to potential transport PPP projects, in line with IFC s Performance Standards Assist in the development of the PPP Unit s initial financial assessment of transport PPP projects by providing cost estimates and other required technical information and data and Advise the PPP Unit and relevant line ministries on pre feasibility studies required in order to demonstrate project viability, and help reviewing such pre feasibility studies, except if IFC is the lead transaction advisor, strategic advisor or is otherwise involved in the PPP projects.C) Projects Implementation:
