- Lead implementation of procurement system/process improvements.
- Lead implementation of performance-based tendering, utilizing data from ministry information systems.
- Provide technical support to MOE in managing a USAID cost-reimbursement program.
- As necessary, lead efforts to develop procurement instructions, forms, templates, and checklists.
- Manage consultants as necessary.
- Support creation of capacity development plans, performance-based position descriptions, business process re-engineering (BPR) exercises, etc. to support more efficient and effective procurement in the MOE and MPWH,
