Objectives: The objective of this contract is to perform designated tasks for the NSTA Garrison leadership with qualified staff to assist the Garrison in dealing with routine contacts communications and coordination with civilian and military leaders at the local regional and national levels. Services rendered under this contract will also provide for liaison support and administrative assistance on behalf the US personnel assigned to the Garrison at NSTA Bulgaria
Responsibilities:
- Provide Community Relations Services for NSTA Bulgaria
- Offer professional translation services meeting ATA standards
- Monitor local and national media for developments affecting NSTA Bulgaria and US interests
- Facilitate coordination between NSTA Bulgaria leadership and local regional and national leaders
- Provide translation support for US personnel in coordination and compliance with ATA standards
- Assist in initial house hunting and lease contract negotiation in compliance with Army regulations
- Aid in registration with Bulgarian Government and compliance with SOFA
- Coordinate household goods and baggage shipment/delivery in accordance with Army regulations
- Liaise between US Personnel and host nation authorities to ensure compliance with SOFA and MOAs
- Translate various official documents and bills to ensure mutual understanding
- Assist in problem resolution with service providers and billing issues
- Advise NSTA Bulgaria leadership on administrative duties in coordination with AR 60020
- Develop quarterly administrative procedures for NSTA Bulgaria approval and implementation
- Provide unofficial translations and interpretation services for Command Group activities
- Offer technical assessment and translation services for government documents on a weekly basis
- Perform daily administrative duties including proofreading and formatting correspondence
Language Interpretation:
Must demonstrate and provide documentation (certificate or official test score) that the candidate is/are capable of proficiently speaking reading and writing in the English language as indicated by the The Common European Framework of Reference for Languages (CEFR) C1 English speaking Certification.
Education and Experience:
- Fluency in HN native language
- Experience in Public Affairs
- Experience in Community Relations
- Experience in Media Relations
- Experience in International Relations
- Experienced working with Bulgarian Legal System
- Post graduate educational background in Law or Political Science or Public Administration or
- International Relations or equivalent experience to the criteria above
- Must possess a valid drivers license
