Job Summary:
provide advice on the adaptation or introduction of Development Management procedures and practices to implement the BNG duty and enable the assessment of biodiversity net gain within relevant planning applications (incl. enforcement, pre-apps) from November 2023, in accordance with national planning policy and regulatory requirements.
Implement and test these procedures with relevant planning applications
Work with Slough s Parks team and contributing to the Berkshire Local Nature Recovery Strategy team with regard to guidance for the delivery of off-site Biodiversity Net Gain.
Key Duties/Accountabilities (Sample):
Comply with grant conditions and biodiversity net gain duties of Planning under the Environment Act 2021
Respond to Slough s current governance, finance and Political leadership in designing a functional process that allows the Planning department to
Test the Officer preference for a sequential approach towards loss of biodiversity of avoid, reduce, mitigate on site, mitigate in Slough, mitigate as close to Slough as possible.
progress pre-application and enforcement action where appropriate.
ensure that biodiversity net gain assessments and plans submitted to Slough Development Management are in accordance with national planning policy and regulatory requirements.
log biodiversity net gain proposals and maintenance arrangements.
Meeting with DM and Planning Policy to discuss the brief and agree working arrangements, grant, national planning policy and regulatory requirements.
Connect with Berkshire wide colleagues and work as appropriate
Establish a BNG working team with regular project review updates to design methodology and discuss alternative approaches.
Review of existing Development Management arrangements
Produce and engage on draft report and process guide(s)
Produce Accessible final versions of documentation consider Developers Guide.
Support writing of report to Planning Committee
Essential Experiences Required:
Evidence of professional membership of relevant body
Working knowledge of Development Management process
Demonstration of understanding of the key issues.
Demonstrate ability to review biodiversity net gain assessments (using DEFRA metric) and review plans in relevant planning applications

This position is located at Slough Borough Council offices.
The role is hybrid with 1 day in the office.
