POSITION DESCRIPTION

The ASEZA Business Enabling Environment Regulatory Coordinator will support ERA TO1's objective to advance the economic reform agenda at ASEZA, stimulating the local business enabling environment and incentivizing private sector growth to improve the overall business environment in ASEZ. This will be achieved by providing technical assistance to ASEZA & other entities to implement priority reforms in the investor's journey at ASEZ, unlocking the potential of the private sector and fostering their growth. They will support the implementation of planned reforms, coordinate between relevant stakeholders, and resolve obstacles throughout the process.

The position will be performed in Aqaba as a full-time position.

DETAILED RESPONSIBILITIES

Coordination

  • Support the Reform Advisor in overseeing the implementation of ASEZA’s economic reform action plan in collaboration with ERA Business Enabling Environment team, policy advisors, and subject matter experts.
  • Coordinate with ASEZA’s departments, including the investor services department, land, and property department, to facilitate and support the implementation of ASEZA's economic reform action plan.
  • Coordinate with ERA’s Investment Promotion, Institutional Development, and other components to implement ASEZA’s economic reform action plan.
  • Promote the ASEZA economic reform action plan to ASEZA's Commissioner's office and relevant departments responsible for its implementation.
  • Ensure collaboration and coordination, sharing information, needs, and progress across all functions and components of ERA to implement as one team.

Policy and Legal Drafting

  • Conduct legal analysis of relevant legislation to identify legal gaps, redundancy, or areas that need to be addressed in support targeted reform.
  • Gather legal feedback and insights from stakeholders to ensure their perspectives are considered in ASEZA's reform process.
  • Review and update existing regulations, policies, and laws governing economic activities within ASEZA.
  • Prepare and review legal drafts of required ASEZA’s legislation supporting the implementation of ASEZA’s regulatory reforms designed by ERA, coordinating with relevant legal departments in ASEZA.

Other Contributions

  • Contribute to the design and management of specific interventions needed to execute identified ASEZA reforms, including methodology, needed resources, timeframe, key performance indicators, and deliverables.
  • Participate in developing the component strategy, annual work plan, monthly, quarterly, and annual reports, coordinating any administrative or logistical issues during implementation with related team members.
  • Contribute to and/or lead assigned brief reports, presentations, and analyses for stakeholders.
  • Contribute to and/or lead assigned periodic planning documents, progress, and impact reports for USAID and other partners.
  • Operate with integrity and assurance of confidentiality, commitment to excellence, compliance with all USAID rules and regulations, contractual requirements, and Chemonics policies, systems, and values.
  • Perform other tasks as assigned by the advisors, Component Leader, the Deputy Chief of Party, and the Chief of Party.

MINIMUM QUALIFICATIONS

  • Bachelor's degree in law or relevant field; master’s degree preferred.
  • Minimum of four years of experience in business, economics, and/or government.
  • Excellent project management skills, having a Project Management certificate such as PMP is a plus.
  • Demonstrated knowledge and familiarity with Jordan's business and investment environment.
  • High degree of organization and coordination skills.
  • Strong interpersonal skills and the ability to work with culturally diverse staff.
  • Strong communication skills and the ability to handle clients from different backgrounds.
  • Excellent use of both Arabic and English language in speaking, reading, and writing.
  • Experience with donor-supported projects is a plus.
