The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is currently looking for a Director of the Project Management Office (PMO) who will develop implement and own an enterprise project management office for the agency. The project management office Director will lead the direction oversight and standards for company-wide project execution. This role partners with the operational leads and division managers to maintain utilization and profitability standardize best practices govern projects and ensure programs align with organizational goals and customer requirements.
Job responsibilities include but are not limited to:
Provides senior-level operational leadership and coordination for complex agencywide or Commonwealth transformation initiatives. Responsible for managing day-to-day program execution across project administration and governance.
Establishes and maintains integrated project schedules risk registers action logs and documentation workflows to ensure timely organized and compliant delivery of program activities. Coordinates cross-functional workstreams supporting procurement lifecycle activities stakeholder engagement resource onboarding deliverable monitoring and recurring reporting requirements.
Oversees and establishes structured processes for training documentation standards workflow integration and role clarity across workstreams. Ensures staff understand compliance expectations reporting cycles and governance processes.
Monitors operational risks identifies pacing or compliance concerns and escalates issues to senior leadership as appropriate. Oversees preparation of recurring and ad hoc reports for state agencies and partners ensuring documentation is consistent defensible and audit ready.
Supervises project managers business analysts and coordinators maintaining quality control standards and reinforcing disciplined execution across workstreams. Supports rapid startup environments and high-volume implementation periods requiring structured coordination and strong internal controls.
Minimum Qualifications
- Education from an accredited institution in engineering technical or business disciplines..
- Extensive experience in enterprise project management.
- Senior-level project management experience in a leadership role.
- Experience with design/build projects (internal engineering team or supply side).
- Experience establishing and administering Program Management Office (PMO) structures schedules processes controls and onboarding.
- Thorough understanding of financial principles as they relate to a project management office
- Broad experience in managing high-risk high-visibility projects.
- Understanding of PMI best practices and body of knowledge; CAPM or PMP encouraged
- Demonstrated ability to lead cross-functional project teams across divisions.
- Ability to independently negotiate vendor and customer contracts and develop project documents.
- Proficient in Microsoft Word Excel and core productivity tools.
- Exceptional communication and presentation skills with a strong customer focus and the ability to effectively convey complex information to diverse audiences.
- Excellent organizational time management leadership and decision-making skills demonstrating a capacity for managing multiple priorities and driving project success.
- Strong understanding of project portfolio OCM and Agile techniques.
Additional Considerations
- Project Management Professional (PMP) certification required.
- Demonstrated experience leading multidisciplinary teams and overseeing complex implementation efforts across enterprise solutions
- Experience coordinating procurement lifecycle activities and contract oversight within public-sector or related field.
- Experience maintaining reporting documentation and tracking systems in audit-visible or monitoring-intensive environments.
