Your Team:

The Office of Development (OOD) is dedicated to the agencys efforts to create opportunities for New Yorkers through housing affordability and takes a lead in creating and preserving affordable housing as highlighted in Housing Our Neighbors: A Blueprint for Housing and Homelessness. The OOD is comprised of seven divisions that administer a range of programs collaborating with other HPD offices as well as other city state and federal agencies. These divisions include New Construction Finance Special Needs Housing Building and Land Development Services (BLDS) Homeownership Opportunities and Preservation Preservation Finance Compliance and Enforcement and Housing Incentives.

The Executive Operations and Policy Team oversees fiscal operational and policy functions that impact and support all seven OOD divisions and aims to ensure information is shared across teams hiring and staff support are coordinated with HR across divisions development-related processes are efficient and streamlined and the OODs perspective is considered in agency policies. The team works alongside the Deputy Commissioner of Development and is composed of three core functions:

1. Fiscal Management and HOME Compliance
2. Staff Support and Training
3. Strategic Operations Policy and Analytics

Your Impact and Role:

Under the supervision of the Director of Fiscal Management within the OOD Executive Office the Deputy Director of HOME Compliance & Fiscal Management will be tasked with overseeing and supporting a team responsible for core HOME funding and fiscal functions including:

-Monitoring and approving HOME setups drawdowns and completions in IDIS for all federally funded multifamily projects in the Office of Development based on HUD regulations and guidelines.
-Supporting and supervising staff responsible for HOME setups drawdowns and completions for all federally funded multifamily projects in the OOD as well as staff conducting other fiscal management functions. This includes responding to any disciplinary and timekeeping issues as needed.
-Managing the encumbrance and vouchering processes for loan funds across all OOD programs communicating key timing and process considerations to relevant OOD program staff.
-Liaising between the OOD and the agencys Division of Financial Management seeking solutions for issues that come up in collaboration with relevant teams.
-Maintain Trackers of key Fiscal processes to share with OOD leadership as needed.
-Supporting policy development and reviewing and approving payments for requisitions for all contracts flowing through the OOD.
-Collecting revenue related to OOD programs in collaboration with OOD program staff.
-Providing support and coordination on OOD capital budget planning in collaboration with HPD Budget and OOD leadership.
-Document existing and updated fiscal processes and offer training and support to OOD staff in Fiscal related processes or requirements as needed.
-Develop evaluate and update fiscal processes regularly to ensure clarity and efficiency for program staff and partners. This includes documenting requirements and processes in easy-to-understand formats maintaining updated guides in easy-to-access locations and sharing templates tools with staff and partners.
-Assisting supervisor and team leadership in everyday business operations and on Special projects as needed.

Preferred skills:

The position requires a candidate with excellent personal communication analytical and leadership skills and a demonstrated capacity for tracking and advancing multiple work streams at once. Candidates should have strong organizational skills and the ability to perform complex tasks with limited supervision as well as demonstrated ability to meet deadlines and manage multiple projects in a timely manner. Candidates must be comfortable utilizing Microsoft 365 including Excel and SharePoint Online and should be comfortable employing shared drive / OneDrive capabilities in order to facilitate collaboration and coordination across teams. Significant experience in fiscal affairs portfolio management fiscal operations public administration or a related area is strongly preferred.

In addition to these technical skills candidate should be able to develop and maintain strong working relationships with individual staff as well as teams across the OOD and agency have a clear understanding of the OODs programs and a be able to demonstrate and communicate basic fiscal and financial concepts.

Authorization to work in the United States is required for this position. ADMINISTRATIVE STAFF ANALYST ( - 1002A


Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
