Staff Officer (Infrastructure Data Management)
Job Summary
1. Post Context
Headquarters JSEC provides a resilient operational-level Joint Headquarters capable of supporting 24/7 operations to coordinate enablement (at the operational level) and on order the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliances ability to project and sustain combat power into across and from the Area of Responsibility (AOR) and if required into a Joint Operations Area (JOA).
The Support Directorate (SPT) is responsible for providing cross-functional expertise in Supply and Services HNS Military Engineering (MILENG) Medical Support Maintenance CIS Human Resources (HR) matters and Logistics Information Management.
The Joint Military Engineering Division (JENG) is responsible for shaping the physical operating environment (POE) by synchronising monitoring coordinating and prioritising military engineering (MILENG) capabilities activities and resources.
The Joint Military Engineering Infrastructure Branch is responsible for infrastructure requirements applicable to the RSN which includes supporting the JFCs through the development of infrastructure assessments infrastructure gap analyses infrastructure development plans and contingency plans.
The incumbent will support the Joint Military Engineering (JENG) Division Infrastructure Branch with infrastructure data collection analysis management and assessment. The incumbent will support the development of processes and IT solutions for the provision of efficient automated transfer of infrastructure data at scale across NATO core and functional systems.
2. Principal Duties
The incumbents duties are:
- Develop and implement infrastructure data collection storage and analysis processes using LOGFAS TOPFAS CoreGIS and other systems and/or data sources as required.
- Analyse and consolidate infrastructure data across multiple sources and domains and contributes to a holistic view and understanding of the data environment.
- Develop information sharing linkages and processes between LOGFAS TOPFAS CoreGIS and other systems and/or databases as required.
- Contribute to infrastructure network analysis and assessment processes and manage findings to include in the Enablement Infrastructure Framework (EIF) and a RSN data repository.
- Identify data management inefficiencies and issues and propose solutions.
- Collaborate with stakeholders internal and external to the HQ on infrastructure data sharing quality control and assurance metadata definition and maintenance and implementation of data management services.
- Contribute to and enhance LOGFAS database for reinforcement and sustainment.
- Manage identified critical infrastructure and associated risk management activities including critical infrastructure identified by external HQs.
- Liaise with Geo teams internal and external to the HQ with respect to GIS data provision and GIS tools and capabilities applicable to infrastructure data collection management analysis and information display.
- Conduct data experiments and testing of new tools and upgrades aimed at improving data analysis and data management processes.
- Assist and as required participate in infrastructure-related working groups contributing to the proposing of new solutions technologies and business practices related to infrastructure data management.
- Lead support and contribute to the creation of relevant JENG documentation related but not limited to briefings presentations and other communication material.
- Participate in training evaluation validation & certification exercises of operational and subordinate HQ elements providing MILENG augmentees for NATO exercises as required including the provision of MILENG Infrastructure Data Management subject matter expertise.
- Organize create and maintain relevant web-page content for Infrastructure Branch while guiding and supporting other branches within the JENG Division.
3. Special Requirements
The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY (temporary duty) assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
4. Essential Qualifications
a. Professional Experience
- This role requires proven experience in Data Management.
The management of practices and processes to ensure the security quality integrity safety and availability of all forms of data and data structures that make up the organisations information. The management of data and information in all its forms and the analysis of information structure (including logical analysis of taxonomies data and metadata). The development of innovative ways of managing the information assets of the organisation.
- This role requires proven experience in Data Modelling and Design.
The development of models to represent and communicate data requirements and to enable organisations to understand their data assets and the relationships between real-world entities. The investigation analysis and scoping of data requirements to support the development of software systems data integration and data retrieval activities. The iteration review and maintenance of data requirements and data models.
b. Education/Training
University Degree in information technology computer science business administration or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 - (Listening Speaking Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. Desirable Qualifications
The following would be considered as an advantage:
a. Professional Experience
- 3 years experience with data management/data engineering.
- Experience in working with large datasets.
- Technical expertise with data modelling and segmentation techniques.
- Familiar with programming scripting and mark-up languages.
- Familiar with the principles of GIS.
- Thorough understanding of management and data administration duties such as collection analysis and distribution.
b. Education/Training
- Any further training certificates and courses related to subject field or acquired through NATO (e.g.: Orientation Course Host Nation Support Course).
6. Attributes/Competencies
a. Personal Attributes
Must have strong diplomacy and communication skills to interact with technical and military staff from across ACO ACT and NCS. Must have analytical skills and creative thinking to analyse and support bespoke infrastructure data solutions in support of operations and exercises. The incumbent must be flexible and able to work in more than one area at a time. Attention to detail is required and essential to the role.
b. Professional Contacts
Interact with supporting entities NATO bodies and national representatives for the acquisition and provision of infrastructure data in support of ACO operations and exercises. Interact with systems engineers and CIS managers inside and outside JSEC organisation including NATO Agencies and Operational and Strategic Commands for all aspects of infrastructure data including configuration capability development and interoperability.
c. Contribution to Objectives
Make a significant and direct contribution to the work and the objectives of all NATO entities in the definition acquisition and management of infrastructure data. Ensure the correct design and configuration of all infrastructure data across all systems.
7. Contract
a. Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
b. In accordance with current policy newly recruited staff will be offered a three-year contract which may be extended subject to a satisfactory recommendation to an indefinite duration contract.
c.
